Position Summary: This position is responsible for administering the functions and programs of a multi-disciplinary municipal Public Works Department providing direct input and support to the Department Director. The role oversees the operations of the Citys Utilities Division Street Maintenance Division Traffic Division and Solid Waste Division. Work is performed with considerable independence allowing for the exercise of professional judgment in decision-making.
Essential Duties: - Assists the Public Works Director in directing the activities and staff of the field operations divisions of the Public Works Department; may act as Director in his/her absence.
- Assume management responsibility for the services and activities of the Operations Divisions including planning organizing managing and directing operations maintenance and repair activities involving water sewer streets traffic and solid waste.
- Develop and implement goals objectives policies and priorities for each assigned service area.
- Works with the Public Works Director to establish long and short-term goals. Effectively communicates these goals and provides leadership to staff in meeting these goals.
- Assists with development of the departmental budget and allocates resources following budget approval.
- Works with the Construction Services Manager and the City Engineer in departmental strategic planning related to capital budget development.
- Develop maintain and update personnel related documents conducts research and writes job descriptions. Provides guidance and training to other supervisory staff within the Department related to personnel tasks. Makes recommendations for staffing efficiencies and organization new hires reclassifications and disciplinary actions.
- Develop maintain and periodically update those portions of the City Code related to field operations activities including but not limited to the General Engineering Standards Land Development Code Utilities Rights of Way Permitting and Floodplain.
- Work with other management staff to streamline processes and develop written policies and standard operating procedures (SOP). Suggests improvements to services and identifies additional efficiencies.
- Assist with the implementation installation configuration troubleshooting training maintenance and updating of specialized programs and technologies including but not limited to Maintenance Management Systems Water and Wastewater hydraulic models and other programs that support department activities.
- Communicate information regarding programs information and services; cultivates and manages relationships with key stakeholders.
- Serve as liaison with other departments within the City regarding Public Works services and activities.
- Lead or assist with special projects including but not limited to Development Impact Fee and Infrastructure Improvement Plan Model Updates ADWR Annual reporting and Rate and Fee Studies.
- Represents the City in negotiations with other agencies utilities groups and individuals on a wide variety of issues pertaining to Public Works.
- Represent the Operations Divisions to other city departments elected officials and outside agencies and organizations.
- Maintains a thorough knowledge of state and local statutes ordinances standards procedures and trends related to public works and ensures compliance.
- Monitors departmental operations and customer service to ensure quality control; identifies and resolves deficiencies.
- Interpret and provide direction on new regulatory requirements and their impact on operations; ensure that any required operational changes are communicated to technical staff and higher-level management.

Qualifications: Education and/or Experience Education and/or experience equivalent to a Bachelors Degree in Civil Engineering construction management organizational management or related field and six (6) years full time experience with increasing responsibility A minimum of six (6) years supervisory experience is required ADEQ water and wastewater certifications a plus.

Knowledge Skill and Abilities: - Knowledge of Federal State and City rules regulations policies procedures codes and ordinances related to the operation of water and wastewater systems street maintenance traffic transfer station and solid waste including OSHA ADEQ/EPA
- Ability to conduct advanced inquiry research and communication with regulatory authority to establish amend or appeal the applicability of rulings findings and directives.
- Knowledge of budgeting procurement policies and financial structure of the City.
- Knowledge of Public Works equipment utilized in the fields of water wastewater solid waste and streets (ie Pumps motors tools vehicles and heavy equipment)
- Knowledge of computer software used throughout the Department such as maintenance management utility modeling and planning models.
- Skill in public relations techniques used for communicating issues of significant importance impact and/or matters of a controversial or sensitive nature.
- Skill in responding to inquiries and complaints from citizens internal and external customers and community stakeholders.
- Skill in developing budgets and following procurement methods.
