There are four precincts in Harris County. The four elected commissioners along with an elected county judge serve as members of Harris County Commissioners Court the administrative head of the countys government. Commissioner Rodney Ellis represents the constituents of Precinct One.
With approximately 1.17 million residents Harris County Precinct One is a diverse urban precinct that covers 363 square miles. Precinct Ones multi-racial multi-ethnic population is roughly 33 percent African American 38 percent Latino 21 percent Anglo 6 percent Asian and 2 percent other or multiple One stretches south to Brazoria County and reaches into eastern and northern sections of Harris County. The Precincts territory includes a large section of Downtown Houston including the Downtown Harris County Courthouse Complex Toyota Center Minute Maid Park and the BBVA Compass Stadium. Other notable landmarks include the 263-acre NRG Park Complex and the renowned Texas Medical Center. The Precinct is also the higher educational home to Houston Community College Rice University Texas Southern University the University of Houston and the University of St. Thomas. Precinct One manages more than 21 parks 10 community centers numerous hike-and-bike trails three maintenance service centers and several area offices all of which provide an array of services to Precinct One residents.

The Area Manager is an integral role within the Programs Division they oversee day-to-day operations at various community centers. The area manager implements and operationalizes programs services and initiatives across Precinct One within the Programs Division. They are guided by the Director of Programs and their direct supervisor the Deputy Director of Education Initiatives. The Area Manager works with the managers of programs at the various community centers to ensure proper budget management staff allocation safety standards data management and program assessment.
Additionally the Area Manager works with other Area Managers to ensure alignment with all other sites and programs. They work together to streamline process and procedures. They check-in regularly to share community trends best practices lessons learned and training opportunities.
Essential Duties & Responsibilities:
Program implementation - Develop and operationalize new programs and services in line with the strategic goals of the Programs Division.
Ensure that all initiatives are aligned with community needs stakeholder feedback and best practices.
Staff Management - Supervise program managers and staff at various community centers providing guidance and support as needed.
Participate in the recruitment training and performance evaluation of employees to foster a motivated and skilled workforce.
Operational Oversight and Safety - Manage daily operations at assigned community centers ensuring services are delivered effectively and efficiently. Implement and uphold safety standards across all community centers ensuring a safe environment for staff participants. Regularly review safety protocols and training to maintain compliance with local state and federal regulations.
Budget Management - Oversee budget allocation and management for community center programs ensuring fiscal responsibility and adherence to financial protocols.
Identify areas for cost savings and efficiency improvements.
Data Management and Assessment- Help to operationalize data collection and help to conduct regular assessments of programs and services.
Other duties as assigned.
Education:
Bachelors Degree in Education Social Work Public Administration or other related field from an accredited college or university
Experience:
Minimum of five (5) years of experience in program management or community services
Knowledge Skills and Abilities:
Knowledge of educational and community program development across youth and adult populations aligned with community needs.
Understanding of safety standards and risk management in public and community-serving environments.
Proficiency in budget planning and fiscal oversight including interpreting and managing financial reports.
Leadership and team management skills including mentoring performance management and team coordination across multiple locations.
Strong operational and organizational skills to manage daily site functions and ensure program efficiency.
Effective verbal and written communication skills for internal collaboration and external stakeholder engagement.
Ability to respond to emergencies and operational challenges quickly and effectively maintaining continuity of services.
Ability to coordinate and align multiple program sites ensuring consistency in service delivery and policy application.
Ability to analyze and apply data to improve programming assess outcomes and support continuous improvement.
Experience:
Minimum of five (5) years of experience in program management or community servicesin a supervisory or management role. (preferred)

Physical Demands and Work Environments:
This position requires evening and on occasion weekend hours to accommodate community programs services and events.
This role requires frequent travel between multiple community centers and program sites within Precinct One.
Standard duties are performed in an office or community center environment with occasional work outdoors during events or recreational programming.
May require presence during emergencies natural disasters or urgent operational matters (e.g. warming/cooling center setup or supply distribution).
Fast-paced community-focused setting with frequent interruptions and changing priorities.
Must be able to travel frequently between community centers and program locations within the precinct
Prolonged periods of walking or standing while visiting program sites or supporting events
Occasionally required to lift and move materials or equipment up to 25 pounds
Ability to work both in standard office environments and active program-based settings (e.g. gyms pools classrooms)
Must be able to respond quickly and safely in emergency situations
