Our expanding Post Acquisitions Team within the Property Acquisitions Pre-Construction Services Division of the Capital Projects Group (CPG) is looking for a Mangerto manage and coordinate complex real estate settlements; including real property acquisitions associated with large complex multi-billion-dollar projects.
What will I be doing
- Review expropriation compensation claims and provide settlement advice in accordance with the Expropriations ActMinistry corporate guidelines and Metrolinxs business interests.
- Organize and lead regular meetings with internal and external stakeholders to ensure assigned portfolios are progressed with appropriate oversight speed and efficiency.
- Procure supervise and review property appraisals environmental reports planning reports business valuation reports and any other necessary subject matter expert reports conducted by internal and external experts.
- Lead challenging and high-profile property acquisition negotiations particularly in those situations posing a significant reputation risk to Metrolinx of a sensitive nature or those involving significant financial compensations for projects.
- Draft coordinate and supervise the completion of internal budget approval memos and other internal documents as required in accordance with internal corporate processes and protocols.
- Review legal agreements and other real estate related documents and arrange for document execution in accordance with corporate processes and protocols.
- Support project delivery teams in the identification and delivery of property requirements throughout the project timeline including the oversight of internal and external consultants required to support the delivery of the necessary agreements.
- Coordinate and lead the acquisition of property rights including by expropriation if necessary to meet project requirements in accordance with Ministry and Metrolinx corporate policies and proceduresand the Expropriations Act.
- Lead internal budgeting and forecasting activities and other internal reporting materials.
- Prepare presentation materials for Senior Management and present when necessary.
- Regularly update and oversee the maintenance of internal tracking and reporting databases.
- Collaborate with the internal Real Estate Management team on property management and maintenance requirements.
- Negotiate and provide oversight on contracts and fees with consultants project cost sharing agreements with public or private organizations and approvals with other authorities having jurisdiction.
- Support internal and external stakeholders and represent Metrolinx at matters before the Ontario Land Tribunal (OLT).
- Provide technical advice for property requirements coordination and input into the development of property acquisition strategies and plans.
- Represent Metrolinx on property acquisition matters and serves as the primary contact to the real estate community.
- Lead and provide guidance to a small team of employees on property related projects and performance related tasks.
What Skills and Qualifications Do I Need
- Completion of a degree in Business Administration Project Management Real Estate Urban & Regional Planning Urban Land Economics or a related discipline or a combination of education training and experience deemed equivalent.
- Demonstrated experience leading real estate acquisition and property management programs ideally for an owner/public sector agency within a multi-billion-dollar (>$1B) infrastructure/transit project environment.
- Experience with other forms of real estate transactions such as leasing easements or permissions to enter with a strong understanding of property valuation and real estate finance as well as some knowledge of and experience with the expropriation process.
- Strong knowledge and experience interpreting and applying relevant legislation contracts agreements and engineering and survey plans related to property acquisitions.
- Extensive experience leading prioritizing and managing numerous project initiatives in a collaborative fast-paced environment.
- Strong written and verbal communication skills with an ability to influence and communicate effectively internally and externally at all levels.
- Highly skilled in exercising tact initiative and resourcefulness to draft negotiate or amend agreements and contracts.
- Experience with various procurement methods both traditional and non-traditional (especially P3 Projects)
- Strong sense of urgency and decision-making skills conducive to managing priorities and meeting internal and external timelines
- Excellent management and leadership skills to manage provide guidance and motivate departmental staff and lead projects.
