Strategic Management and Liaison
- Advise and support senior leadership (Director Senior Management) in the design and implementation of the Programme of Work and Budget (PWB) providing strategic oversight of human and financial resources to support informed decision-making.
- Represent the Directorate in organisation-wide reforms and ensure alignment with policies.
- Promote best practices in budget and human resource management ensuring transparency accountability and financial sustainability.
- Play a constructive role in the collective success and well-being of the Directorate for Communications demonstrating a commitment to excellence.
Budget and Financial Management
- Co-ordinate the preparation and implementation of the Directorates PWB ensuring effective monitoring reporting and participate in post-implementation evaluation.
- Act on behalf of the Director for the control functions related to the execution of the budget as well as the monitoring and reporting of expenditure in accordance with OECD rules and procedures.
- Assume overall responsibility for the execution of the budget and authorisation of expenditure keeping abreast of policy changes and ensuring compliance with the Financial Rules and Regulations with regular reporting.
- Oversee the management of grants and voluntary contributions engaging in negotiations with donors and ensuring adherence to terms and timely reporting.
- Manage internal billing and facilitate collaboration across organisational units.
- Contribute to organisation-wide budgetary reforms and innovation initiatives.
Human Resource Management
- Undertake the management and administration of human resources in the Directorate in line with the Organisations staff rules and regulations ensuring proper and consistent implementation of policies governing staffing management.
- Take charge of recruitment procedures in the Directorate and play a leading role in the strategic planning of the Directorates mid- to long-term staffing needs under the supervision of the Director.
- Manage the performance management review process and co-ordinate the Directorates efforts on skills analysis gender equality talent management career development and mobility.
- Promote learning and development strategies as well as staff well-being initiatives.
General Administration and Compliance
- Ensure proper application of the internal control framework including compliance with Financial Regulations Instructions and Procedures and Staff rules.
- Participate in audit preparations and follow-ups.
- Oversee procurement processes mission verifications and related financial procedures.
People Management
- Oversee the Resource Management Unit according to corporate standards in financial and HR management leading by example and promoting staff well being
- Develop RMU staff fostering a collaborative and high-performance culture. Drive a positive agile and accountable working environment contributing to organisational transformation and culture.
- Liaise with other Head of Resource Management Units for exchanging insights and lessons learned from good practices.
- Ensure an effective collaboration between the RMU and Heads of Division Heads of Unit staff members and central OECD human resource finance and communication counterparts.
Qualifications :
Academic Background
- An advanced university degree in business administration human resources management finance or a closely related field.
Professional Background
- A minimum five years experience in human resources or financial management in an administrative service a major national or preferably international organisation.
- Knowledge of the OECDs structure processes regulations and administrative systems or experience in a similar role in another International Organisation would be an advantage.
- Project management experience would be an asset.
Tools
- Very good level of proficiency in the use of resource management applications such as Microsoft Office package SAP Business Objects (BO) Operational Budget Management and Reporting (OBMR) Grants Management (GM) Budget Elaboration Tool (BET) Concur etc.

- Fluency in one of the two OECD official languages (English and French) and knowledge of the other with a commitment to reach a good working level.
