Job Description

Overview

Plans coordinates implements and manages airport operations and security airfield maintenance and airport technology teams within the Boise Airport. Leads the airport certification program and ensures compliance with federal state and local regulations. This position works under administrative direction.

Responsibilities

Essential Functions

  • Supervises the work of professional management technical and/or other employees of a clearly delineated division or exercises independent authority over a critical function with citywide impact directly or through subordinate supervisors to ensure adequate resources are available for staff to perform their duties; ensures that assigned operations and activities comply with organization goals and objectives; and directs actions and results of major processes and programs and maintains controlling budget authority.
  • Leads the airport certification program operations and security airfield maintenance and airport technology programs. Updates and maintains various operational plans in compliance with federal mandates. Ensures compliance with federal laws and the safe and secure operation of airport facilities.
  • Develops and implements long-term strategic plans to meet the goals of the airport and the City of Boise.
  • Coordinates with the Boise Police Department (BPD) and the Boise Fire Department (BFD) to ensure federal requirements and levels of service are being met. Manages airport emergency preparedness programs in conjunction with the citys incident management team and participates as an active member of the team. Coordinates goals for training and exercises with the Federal Aviation Administration (FAA) Transportation Security Administration (TSA) BPD and BFD Ada City-County Emergency Management (ACCEM) airlines and other airport stakeholders.
  • Leads the airport safety program. Coordinates with Human Resources and the risk management division to review all security and safety issues or incidents and directs corrective actions as needed.
  • Manages the airport technology program. Acts as a liaison to the Information Technology Department.
  • Performs other duties as assigned. Nothing in this job description restricts managements right to assign or reassign duties and responsibilities to this position at any time.

Qualifications

Required Experience Training Knowledge and Skills

  • Bachelors degree in airport administration business or public administration or a related field and seven years of progressively responsible experience in airport management airport operations or aviation and airline operations or an equivalent combination of education and/or experience.
  • Knowledge of:
    • the principles and practices of airport administration
    • airport emergency response and safety programs
    • computer usage including related software
    • federal regulations pertaining to airport operations and management
    • operational requirements of airlines
    • and effective supervision and performance management.
  • Ability to:
    • analyze and report upon operating conditions and problems
    • evaluate and interpret various federal state and local regulations
    • manage and supervise the performance of staff
    • communicate effectively both verbally and in writing
    • communicate effectively in the English language at a level necessary for efficient job performance
    • and perform all essential functions as assigned by an authorized employee supervisor and/or manager with or without a reasonable accommodation.
  • Individuals must be capable of operating vehicles safely and have an acceptable driving record.

Preferred Experience Training Knowledge Skills and Certifications

  • Masters degree in business administration or a related field.
  • Fifteen years of related experience.
  • Professional accreditation through the American Association of Airport Executives and private pilots license.

Required Certificates and Licensures

  • Valid state-issued drivers license.
  • Obtain national security clearance as a condition of employment.
