Kent Police have recently approved the creation of the Economic Disruption Cell. This team is the first of its type nationally and presents a unique opportunity for a highly motivated flexible and experienced officer to disrupt organised criminality and shape Kent Polices response to financial intelligence.

This role places you at the very forefront of removing criminal wealth and ensuring crime does not pay. It is expected that you will work with minimal supervision yet maintain a high workload in a demanding environment the success of which will depend on return you will take satisfaction from tackling crime returning compensation to victims and doing a job that makes a real difference. The removal of assets from active criminals is extremely rewarding work and provides the incapacitation opportunities that the public would expect for those involved in organised crime.

The role will be based at Ashford at least 3 days per week with the option to work from home for the remaining 2 days subject to operational demand.

The successful candidate will work towards the confiscation of assets of individuals who are identified as being involved in organised crime by the rest of the Economic Disruption Cell.

It is essential that applicants have a good understanding of criminal or civil case investigation and be willing to study law in depth.

It is essential that you are trained and qualified to NCA financial investigator accreditation (Parts 2 5 and 8 of POCA 2002). You will be expected to maintain the accreditation through the completion of a continuing professional development profile that is independently audited.

The successful applicant will be required to:

  • Analyse and assess documentary evidence obtained in order to prepare statements of evidential quality visual representations and spread sheets to be presented at court hearings. This will include attending court and presenting evidence as a witness when required including at criminal trials Forfeiture hearings and Confiscation hearings.
  • Advise and support officers in the Serious Crime Directorate and the wider Force in matters relating to the investigation of offences which may involve Confiscation or Forfeiture proceedings. You will assist with property searches ensuring the seizure of all relevant financial paperwork and assets securing evidence and setting lines of enquiry.
  • Apply (when legislation allows) to a Crown Court Judge for search warrants and Orders including Production Orders and Disclosure Orders.
  • Preparation of formal statements / affidavits in order to obtain Crown Court and High Court restraining orders to secure vital documentary evidence and prevent the removal / disposal of criminal assets. Serve Restraint Orders on defendants personally in such cases including in prison if remanded in custody.
  • Maintain an up to date working knowledge of the legislation practices and procedures in relation to financial institutions including the operation of bank and building society accounts pension schemes insurance and other financial accounts and investments maintaining close links with such institutions and utilising the benefits of strong relationships to allow for the complete and thorough investigation of individuals / businesses and provide a centre of financial expertise within the Force.
  • Conduct dynamic investigation in order to assess the value of individuals assets using National Crime Agency guidelines and knowledge of local market conditions in order to determine which assets are the proceeds of criminal activity. This will include obtaining sufficient information to prepare Confiscation Orders under the Proceeds of Crime Act 2002 for presentation in court to enable the confiscation of such assets.

You will need to evidence your ability to build and maintain relationships within the workplace and with partner agencies. You will need to have evidence of strong communication skills as on a daily basis you will be speaking to a vast range of people including members of the public court staff judges partners and colleagues. A good working knowledge of Excel is essential as documents are either received in this format or require converting to this format. The ability to interrogate and analyse spreadsheets is essential.

It is essential for you to have experience of presenting at court and desirable for you to have knowledge of Money Laundering and Fraud Investigations.

The post holder must possess a valid driving licence for class B vehicles (car) and be prepared to drive and travel and will be required to have appropriate car insurance in place when in post to allow business use.

This role will suit a highly motivated individual who is able to work with minimal supervision and has a genuine desire to make a difference and provide a first-class service to the public of Kent.

Kent Police offer incremental increases within this salary band therefore the salary for this position will rise to a maximum of45591.00.
