BOLI has an opening for one Labor Standards Investigator (Compliance Specialist 2) position in the Wage and Hour Divisions Labor Standards Unit. This position will be based in our Portland Salem or Eugene office. The successful candidate may also be eligible to work a hybrid schedule based on business need.
This is a permanent full-time SEIU represented position. This recruitment may be used to fill additional vacancies as they occur.

What You Will Be Doing
Below is a sampling of job duties. It is not meant to encompass all duties.
- Conduct company-wide investigations by collecting and analyzing various records evidence documents and data relevant to the investigation
- Conduct on-site inspections to ascertain status of compliance with laws
- Subpoena records and conduct fact-finding conferences
- Perform complex wage calculations
- Analyze information and apply relevant laws and regulations to establish a factual and jurisdictional basis for finding or not finding substantial evidence of labor law violations

Working Conditions:
Daily contact with employees employers witnesses and others who may be hostile angry or otherwise emotionally volatile. Must be able to maintain objectivity negotiate and resolve adversarial and emotional disputes with tact and diplomacy. Interviews and on-site investigations will be conducted at the employers work sites which may be indoors or outdoors. Work sites may be hot cold wet cramped and/or dirty. Position requires occasional evening and/or weekend work and occasional travel to perform field work that may involve overnight stays. Valid drivers license and acceptable driving record is required.
This Is What You Need to Qualify:
Four years experience doing administrative research that included compiling and evaluating facts to recommend management action or decide compliance with program guidelines and regulations. Two of the four years must be above the technical support level.
Note: college-level course work may substitute for experience on the basis of 45-quarter units per year up to a maximum of three years.
The ideal candidate will possess the following desired skills and attributes:
- Skill in making independent judgments and decisions concerning a course of action to be taken.
- Demonstrated skill in researching applying and explaining both orally and in writing complex laws rules policies and procedures to a wide variety of people with different skill levels.
- Skill in conducting on-site inspections and interviews of employees employers and third parties to ascertain status of compliance with laws rules or regulations.
- Demonstrated experience in conducting investigations by collecting and analyzing various records evidence documents and data including performing audits and performing complex wage calculations.
- Demonstrated experience investing and analyzing contested facts to establish violations of statute and administrative rule.
- Demonstrated experience in preparing extensive accurate and detailed written reports summarizing investigations findings and recommendations for use at administrative hearings or in court.
- Demonstrated experience in mediating/negotiating settlements with various parties.
- Preference may be given to candidates who are able to speak read and write Spanish fluently.

Additional Information
- Per the Pay Equity Law passed in 2017 a pay equity analysis will be conducted to determine what pay step the successful candidate will be offered. The analysis will be based on the relevant experience education training and certifications documented in the application materials. On average candidates new to state service will most likely be offered compensation in the lower to mid-level of the salary range.
- The salary range listed is the non-PERS eligible rate. If youre already a participating PERS member or once you become PERS eligible after 6 months of employment the salary range will increase by 6.95% and the required 6% employee retirement contribution will be deducted from your pay.
