OR Education and Experience: A combination of related education and/or relevant experience in an occupation related to the work assigned to this position equal to six (6) years. Examples are: - a bachelors degree in Emergency Medical Services public health nursing public/health administration or closely related field - additional two (2) years of experience in an occupation related to the work assigned to this position such as previous ground ambulance or health facility regulatory experience. A pre-employment background check Ability and willingness to travel independently or with a group of other health professionals up to 15% annually throughout the state of Colorado. The position will be expected to work on site when needed at 4300 S Cherry Creek Dr Glendale CO 80246. A remote (home) office is required. The Health Facilities and Emergency Medical Services Division (HFEMSD) is responsible for the oversight and enforcement of a broad range of federal and state statutes and regulations applicable to a wide variety of healthcare facilities and services in Colorado including hospitals clinics ambulatory surgical facilities renal dialysis centers emergency medical services providers designated and non-designated trauma centers long term care facilities and many other specific types of healthcare services. The division licenses certifies and surveys healthcare facilities and services; provides patient safety and healthcare quality programs; recognizes emergency medical service (EMS)
education programs; certifies EMS providers and licenses air and ground ambulance services operating within the state.
As outlined in statute (C.R.S. section 25-3.5 101 et seq.) the purpose of the Emergency Medical and Trauma Services Branch (EMTS) (hereinafter Branch) is to reduce morbidity and mortality resulting from sudden illness and injury by overseeing the delivery of emergency medical and trauma services in Colorado. The Branch improves access to healthcare services and/or interventions through the establishment maintenance and control of EMTS system components. The regulatory responsibilities of the work unit include the certification and licensure of EMS providers the registration of Emergency Medical Responders the recognition of educational institutions that deliver initial EMS provider training and continuing education the licensure of air ambulance agencies the administration and management of the EMTS funding program and the designation of hospitals as trauma centers. The State Emergency Medical and Trauma Services Advisory Council (SEMTAC) the Emergency Medical Practice Advisory Council (EMPAC) the 11 Regional Emergency Medical and Trauma Advisory Councils (RETACs) the Designation Review Committee the Pediatric Emergency Care Committee and other stakeholders provide input on the work of the Branch. Guidance direction and standards from national EMTS models are also considered in system development and modification.
Summary of Position:
This position oversees and assists with the implementation of the ground ambulance licensing rules including: 1. Development of online application forms and workflows; 2. Evaluation of agency and vehicle compliance with licensing and permitting rules; 3. Processing of online license and permit applications; 4. Issuance and tracking of ground ambulance licenses and vehicle permits; 7. Evaluation of data submission metrics to ensure ground ambulance agency compliance with data submission requirements; 8. Intake and review of complaints involving ground ambulance agencies; and 9. Development of agency plans of correction including drafting monitoring and disposition.
Serves as one of several ground ambulance service and vehicle inspectors as part of the ground ambulance service licensing and vehicle permitting program. This includes the development of clear communication using verbal written and internet-based mechanisms licensing and permitting rules application steps and requirements and technical assistance with the online application system. Also as part of this work drafts deficiency letters review plans of correction and oversee implementation of such plans to ensure compliance with regulatory standards including evaluation of completion criteria.
Additional responsibilities include reviewing and processing applications scheduling and organizing agency and/or vehicle inspections including pre-inspection arrangements producing and ensuring reports are prepared in a timely manner and reporting inspection outcomes to the Division with a recommendation for licensure or other appropriate action.Minimum Qualifications Substitutions Conditions of Employment & Appeal Rights
