Job Description

ONLY PERMANENT EMPLOYEES IN THE TITLE AND THOSE THAT ARE REACHABLE ON THE LABOR RELATIONS ANALYST CIVIL SERVICE LIST ARE ELIGIBLE TO APPLY.

Division/Program Summary:
The Bureau of the Agency Chief Contracting Officer within the Division of Finance is primarily tasked with overseeing managing and executing citywide contracts on behalf of the Agency while adhering to citywide guidelines rules and regulations and policies.

Position Summary:
Reporting to the Assistant ACCO of Noncompetitive Procurement & Contract Processing the Labor Relations Analyst will work with a team of Procurement Coordinators that is responsible for planning the collection organization analysis interpretation and presentation of fiscal data relative to the economic condition of potential vendors.

Job Duties and Responsibilities:
- Manage a portfolio of assigned contract actions.
- Plan and conduct research on matters relating to contract industry in New York City; collects analyzes and records data; and prepares reports.
- Coordinate and collaborate with internal and external stakeholders at all levels as necessary in the successful coordination of the procurement process. Utilize ConTrak and Citywide Procurement Systems (PASSPort/FMS/CROL) to process assigned contract actions.
- Perform technical work in the conduct of contractual negotiations.
- Process contract management actions including contract awards amendments modifications and renewals for registration.
- Prepare forecast reports analyzing the vendor market; analyze economic indicators related to health care contracts and prepare recommendations to improve efficiency and minimize contractual costs.
- Complete required oversight such as Pre-Solicitation Review Recommendation for Award Responsibility Determinations and other documentation required by the City of New York to support the procurement and contract award process.
- Assist in negotiations by researching cost and other implications of various demands and proposals including contract administration.
- Communicate with vendors to request required procurement documents review submitted documents for completion and compliance with procurement rules and ensure that documents are appropriately routed.
- Participate in the review and/or interpretation of laws rules regulations etc. and their actual or likely effects on procurements.
- Carry out all procurement activities in full compliance with New York City procurement rules and laws and in accordance with procedures established in the DOHMH ACCOs Office.
- Participate in agency meetings procurement-related classes and mandatory agency training.
- Complete special projects as needed.

Qualifications :

1. A masters degree from an accredited college in business or public administration economics labor or industrial relations statistics operations research or a closely related field; or
2. A baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience in labor research and analysis employee benefit design and evaluation compensation analysis labor economics economic planning or a related area; or
3. Education and/or experience equivalent to 1 or 2 above. However all candidates must possess a baccalaureate degree from an accredited college.
SPECIAL NOTE:
To be eligible for placement in Assignment Level II individuals must have after meeting the minimum requirements one year of additional professional experience as described in 2 above.
