Job Summary
The Vice President of Compliance Risk is the credit unions senior compliance leader responsible for building operating and continuously enhancing an enterprise-wide Compliance Management System (CMS) in accordance with regulatory expectations and best practices. The VP provides strategic oversight of regulatory compliance governance and risk alignment for all business units. This role operates in the second line and is accountable for ensuring compliance with applicable laws and regulations while enabling responsible growth innovation and ethical decision-making across the organization.
Reporting to the CRO the VP of Compliance Risk leads specialized functions including BSA Fair and Responsible Banking (including UDAAP/UDAP) Compliance Training Regulatory Change Management the Silent Whistle Program and Complaint Management and Special Investigations. The role provides independent oversight challenge and advisory support to business units and partners closely with the VP of Enterprise Risk Management (ERM) to align compliance risks with broader risk governance.
As a key voice in shaping compliance risk culture and strategy the VP promotes a proactive risk-aware and business-enabling compliance function. This leader monitors emerging regulatory trends champions the use of technology and data in compliance operations and ensures that governance structures evolve with the pace of regulatory operational and member expectations.
Job Description

Compliance Leadership and Strategy
- Direct and lead the credit unions enterprise Compliance Management System including policy governance monitoring reporting and advisory activities.
- Lead compliance risk identification assessment mitigation and monitoring across all business lines in alignment with risk appetite and ERM strategy.
- Act as the primary compliance partner to executive leadership business unit leaders and the Board/Audit Committee while maintaining independence and objectivity.
Program Oversight
- Oversee the BSA/AML/CFT program through direct leadership of the Director of BSA ensuring effective execution of all program components including transaction monitoring SARs OFAC CIP and model oversight.
- Lead the Fair and Responsible Banking program ensuring compliance with federal and state consumer protection laws including UDAAP ECOA HMDA FCRA and Regulation B.
- Direct the Silent Whistle Program and conduct or oversee special investigations into allegations of team member misconduct regulatory breaches ethics violations or significant control breakdowns.
- Oversee the Regulatory Change Management function ensuring timely identification analysis and implementation of new or amended laws and regulations.
- Lead the Compliance Training Program ensuring appropriate content delivery tracking and accountability across all team member levels.
- Manage the enterprise-wise complaint management program including oversight of intake investigation categorization resolution root cause analysis and timely response especially for complaints escalated through regulatory bodies such as the CFPB or state agencies.
Governance and Risk Alignment
- Align compliance governance with enterprise risk frameworks and collaborate closely with the VP of ERM to ensure consistent treatment of compliance risks controls and issues.
- Ensure compliance risk input is integrated into enterprise risk assessments strategic planning and product development.
- Provide transparent risk-based reporting to executive management and the Board regarding compliance risk exposure trends and emerging issues.
Leadership and Culture
- Develop and lead a high-performing compliance risk team fostering a culture of integrity transparency independence and accountability.
- Promote a strong compliance and ethics culture through visibility influence training and consistent alignment with the credit unions mission vision and values.
- Serve as a change leader driving transformation and elevating the maturity of the compliance function through strategic planning modernized practices and continuous improvement.
- Apply a strategic mindset to anticipate regulatory shifts industry trends and member expectations ensuring the compliance program evolves with the business.
- Champion innovation and operational optimization within the compliance function by leveraging technology data and automation to increase effectiveness efficiency and scalability.
- Act as a collaborative partner across the organization influencing business strategy and product development with a risk-aware member-first focus.
KNOWLEDGE SKILLS and ABILITIES

Education and Experience
- Bachelors degree in finance business law or related field; JD or Masters degree preferred.
- Typically requires minimum of 10 years progressive experience in compliance risk legal or audit within a financial institution with at least 3 years in a senior compliance leadership role
- In-depth knowledge of financial services laws and regulations including BSA/AML UDAAP FCRA ECOA and NCUA/CFPB expectations.
- Demonstrated experience building and leading a comprehensive CMS in a regulated environment.
- Experience interfacing with regulators and examiners (e.g. NCUA CFPB FinCEN state agencies).
- Experience leading special investigations silent whistle or ethics hotlines and sensitive internal reviews.
- Familiarity with GRC platforms and regulatory change management technology.
Licenses Certifications Registrations
- Professional certifications such as CRCMP CRCM CAMS or CCEP.
