JOB TITLE: Report Officer

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The WFP BRU Office established in 1996 works in close partnership with the European Union (EU) to address the most pressing food crises as well as to provide long term development solutions. It supports country offices regional bureaus and HQ divisions in mobilizing funds from the EU mainly from the European Commission through its three Directorates General namely: Directorate General for Civil Protection and Humanitarian Aid Operations (ECHO); the Directorate General for International Partnerships (INTPA); and the Directorate General for Neighbourhood and Enlargement Negotiations (NEAR).
This job is under the WFP BRU ECHO Partnerships Team that manages partnerships with ECHO. Report Officer will directly report to Partnerships Officer with an overall guidance of ECHO Partnerships Team Lead.
Job holders primarily support ECHO reporting in coordination with Country Offices Regional Bureaux HQ Finance and Partnerhsips Officers in Brussels and to contribute to the development of the existing partnerships with DG ECHO and other EU institutions in order to advocate the work of WFP and raise and mobilise resources to support WFP programmes.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Manage ECHO specialised donor reporting processes in coordination with Country Offices the HQ Finance Division as well as Government Partnerships Officers and Communication Officers in Brussels to ensure timely and quality submission of ECHO reports and Request for Complementary Information (RCI).
2. Review financial report provided by the HQ Finance Division to ensure alignment with the narratives in ECHO reports.
3. Assess draft reports provided by Country Offices for interim and final submissions as well as RCIs.
4. Develop and refine content based on WFPs corporate reports including the Annual Country Report and other relevant updates to ensure ECHO focus areas are adequately addressed in submissions to the donor.
5. Proactively identify and communicate donor reporting issues to senior staff highlighting financial and reputational risks to relevant Country Offices and beyond.
6. Contribute to a partnerships portfolio including partner profiling and outreach activities with the aim to maximize resources and leverage policy and technical support for WFPs work;
7. Perform other duties as required.
DELIVERABLES AT THE END OF THE CONTRACT:
Manage number of ECHO reports (including RCIs) submitted timely with quality; number of COs supported for the quality and timely ECHO reporting.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree in Political Science International Development Development Economics International Relations Law Marketing Communications or other relevant field or First University degree with additional years of related work experience and/or trainings/courses.
Experience:
At least three years of relevant experience in Partnerships report preparation. Demonstrated ability to collate and/or review relevant information and data to provide operational awareness and demonstrate humantarian efficiency and/or operational impact. Experiences in donor funding proposals and reports and has a good knowledge of complex EU reporting guidelines (narrative & financial) EU rules and regulations EU information management processes. Knowledge and expereinces in WFP corporate reporting and/or donor specialised reporting are desirable.

Ability to plan and organize; demonstrated ability to write clearly concisely accurately and quickly; ability to multitask and work under tight deadlines; ability to work with minimum supervision under own initiative; tact and ability to work harmoniously with people of different national and cultural backgrounds; demonstrated problem-solving skills; ability to conceptualize issues think in abstract terms and analyze numerical data; strong oral and written communications skills
Languages:
Excellent command of spoken and written English.
