Carlow University seeks an experienced law enforcement professional to serve as Police Lieutenant in a non-union exempt capacity. This leadership position oversees daily operations of the campus police department ensuring the safety and security of the university community while maintaining compliance with all applicable laws and regulations.
Schedule: Monday-Thursday 7:00 AM - 5:00 PM (4x10 schedule) Must be available for emergency call-ins and special events as needed
Reporting Structure: Directly reports to the Chief of Police Supervises sworn officers and civilian staff
Essential Duties & Responsibilities:
Operational Leadership: - Direct daily patrol operations and police services
- Serve as incident commander for critical situations
- Oversee criminal investigations and evidence management
- Coordinate with local law enforcement agencies
Personnel Management:
- Supervise train and evaluate department personnel
- Manage scheduling and duty assignments
- Conduct performance reviews and recommend disciplinary actions
Administrative Functions:
- Maintain department records and documentation
- Implement and enforce departmental policies
- Serve as acting Chief in the Chiefs absence
Community Relations: - Serve as department liaison to university administration
- Participate in campus safety & parking committees
- Conduct community outreach programs
- Address safety concerns from campus constituents
Minimum Qualifications: Bachelors degree in Criminal Justice or related field (or equivalent experience) 10 years of progressive law enforcement experience 5 years in a supervisory/command role Current Act 120 certification (or equivalent out-of-state certification) Valid Pennsylvania drivers license CLEAN certified or ability to obtain certification Successful completion of background investigation
Preferred Qualifications: Masters degree in Criminal Justice or related field Experience in campus law enforcement Certification in emergency management Specialized training in Title IX Clery Act compliance
Required Knowledge Skills & Abilities: Comprehensive knowledge of Pennsylvania criminal code Strong leadership and decision-making skills Excellent verbal/written communication abilities Proficiency in law enforcement technology and systems Conflict resolution and de-escalation expertise
Physical Requirements: Ability to perform law enforcement duties Capacity to respond to emergency situations Must meet physical fitness standards
