Job Description

We are seeking a highly skilled and experienced C02.2/C02.3 Mid-level Accountant to join our dynamic and fast-paced team. This role combines responsibilities in general ledger management and financial systems expertise. The successful candidate will serve as a key contributor to institutional accounting financial reporting and compliance efforts ensuring adherence to applicable standards and regulations. This position is within the General Accounting & Tax Compliance/Financial Reporting Division of the Office of the Chief Financial Officer (OCFO) Organization.

This position offers a hybrid schedule blending in-person and virtual presence. You will have the flexibility to work from home one or more days per week.

You will

  • Perform moderately complex analyses reconciliations and verifications on systems financial reports and schedules.
  • Research and resolve issues reported in ServiceNow taking corrective action.
  • Prepare written analysis journal entries and interpretation of moderately complex financial policies guidance and regulatory requirements.
  • Analyze and research system functionality testing reporting and data discrepancies to ensure integrity in financial reporting.
  • Participate in the review analysis and recommendations of changes or modifications to LLNLs accounting processes and procedures.
  • Participate in Project Accounting Property Accounting and General Ledger monthly close activities.
  • Develop and compile action plans and documentation for auditors.
  • Represent the Laboratory as the accounting point of contact on specific organization assignments.
  • Perform other duties as assigned.

    At the C02.3 level you will
  • Serve as a key member for the Standard Accounting and Reporting System (STARS) and lead and oversee the General Ledger (GL) system including configurations balance sheet accounts subledger accounting allocations and system interfaces.
  • Oversee the Financial Reporting Teams weekly monthly and FYE closing processes and compile and present complex financial information and proposals during audits.
  • Execute monthly quarterly and year-end closing processes independently perform monthly GL reconciliations and resolve reconciling items while ensuring compliance with GAAP Cost Accounting Standards (CAS) and DOE/NNSA regulations.
  • Reconcile account information and resolve complex accounting issues variances and system discrepancies. Execute critical data calls for NNSA/DOE including monthly file submissions and reporting.
  • Interpret and implement new regulatory requirements ensuring compliance with Contract 44 and institutional financial policies.
  • Provide advanced analysis and research for transactions in Oracle Financial Systems and other DOE-required systems.
  • Collaborate with team members on financial processes policies and procedures offering advanced professional recommendations to internal and external stakeholders. 
  • Lead the development testing and maintenance of financial system requirements and controls collaborating with DOE NNSA management and internal stakeholders.
  • Support system upgrades including testing annual patching implementations and process Oracle STARS/GL-related defect tickets.
  • Educate and guide stakeholders on financial systems and processes financial system entries reports and impacts including the Cost Budget Control (CBC) report.

Qualifications :

  • Bachelors degree in Accounting Finance Business or a related field including applicable General Ledger work experience or the equivalent combination of related experience education and training in the accounting/finance field.
  • Experience compiling analyzing and researching financial data coupled with problem-solving abilities that require mature judgement discretion and tact.
  • Basic knowledge of accounting theory policies and procedures financial systems analysis and internal controls with Generally Accepted Accounting Principles (GAAP).
  • Relevant experience with Enterprise Resource Planning (ERP) systems such as Oracle Financial applications and Projects.
  • Basic knowledge and experience applying general accounting operations policies and procedures including reconciliation of asset liability and equity accounts.
  • Experience interpreting and applying financial policies and procedures.
  • Effective communication skills (both verbal and written) and advanced organizational skills to work independently and as part of a team to effectively create detailed and readily understood financial memos briefings documentation and reports.
  • Experience developing and maintaining computer-based spreadsheets and report-generation applications (e.g. Microsoft Word and Excel).

Qualifications at the .3 level

 

  • Significant experience with decision making problem solving and analytical skills to independently solve complex issues requiring mature judgment discretion and tact.
  • Significant experience in accounting theory policies and procedures including financial systems analysis and controls.
  • Complete knowledge of GAAP CAS and financial reporting standards and advanced level experience with Oracle Financial Applications or other ERP systems including system implementation and maintenance.
  • Advanced proficiency in Microsoft Excel including complex functions for data analysis and reporting.
  • Experience with financial reconciliation data mining and variance resolution. Ability to apply analytical skills to research interpret analyze and present highly complex financial data.
  • Significant experience with problem-solving and decision-making with a proven ability to address unique and highly complex issues effectively.
  • Strong written and verbal communication skills to prepare and deliver financial reports briefings and documentation.
  • Expertise using intrapersonal skills to explain negotiate persuade and build consensus among diverse stakeholders. Ability to establish and maintain effective working relationships across all levels of personnel both internal and external.
  • Strong organizational skills to independently prioritize and execute complex assignments under tight deadlines.
  • Experience mentoring and coaching accounting personnel.

Desired Qualifications

  • Knowledge of LLNL DOE NNSA and Lawrence Livermore National Security (LLNS) financial policies and procedures.
  • Familiarity with government contracts the federal budget process and Contract 44 requirements.
  • Advanced knowledge of ERW and CFORT for ledger research and reporting.
  • Experience with ServiceNow for customer support and issue resolution.
