The purpose of the work unit is to oversee the investigation and cleanup of contaminated environmental media resulting from the improper management of hazardous waste by using enforcement actions permits or corrective action plans to provide cleanups that protect public health and the environment. The Unit is also responsible for 1) conducting compliance inspections at facilities that manage hazardous waste and ensure that they are in compliance with applicable regulations enforcement actions and/or permits 2) overseeing the closure of regulated waste management units 3) issuing site-specific post-closure permits for the safe treatment storage and disposal of hazardous wastes and 4) providing technical assistance guidance and education to industry the public Division staff the Department and other government agencies regarding proper management of hazardous waste the characterization of sites contaminated with hazardous waste and the remediation of soil surface water and ground water and indoor air.
The Position
The purpose of the position is to assure the adequate investigation and cleanup of contamination at facilities regulated under the Colorado Hazardous Waste Act and its implementing regulations. This position conducts inspections (e.g. document review and site visits) to determine if contamination of soil surface water and/or
ground water has occurred and oversees the cleanup of chemical releases into the environment. The position initiates corrective actions to characterize and remediate hazardous waste releases through enforcement actions or permits. The position evaluates site-specific conditions as they relate to the characterization and remediation of hazardous waste releases including site geology hydrology and behavior of chemical contaminants. The position reviews proposed plans for site investigation and remediation of contamination at complex sites to ensure technical adequacy and compliance with regulations and/or approved plans. The position monitors ongoing cleanups to ensure continued technical adequacy and compliance with regulations permits enforcement actions and agreements. The position proposes technical requirements of enforcement actions and permits. The position follows best practices for equity diversity and inclusion as well as environmental justice for disproportionately impacted communities.
Minimum Qualifications
OPTION ONE:
Six (6) years of full-time work experience investigating and remediating contaminated properties conducting technical reviews and authoring documents that demonstrate a knowledge of technical and regulatory requirements.
OPTION TWO:
A Bachelors degree from an accredited college or university in biology chemistry geology environmental science engineering (chemical environmental) industrial hygiene or a related field.
AND
Two (2) years of experience investigating and remediating contaminated properties conducting technical reviews and authoring documents that demonstrate a knowledge of technical and regulatory requirements.
OPTION THREE:
Masters from an accredited college or university in biology chemistry geology environmental science engineering (chemical environmental) industrial hygiene or a related field may substitute for the professional experience on a year-for-year basis.
Substitutions
A combination of professional experience in biology chemistry geology environmental science engineering as described in the minimum qualifications above which provided the same kind amount and level of knowledge acquired in the required education may be substituted on a year-for-year basis for the bachelors degree.
