Position Summary
Are you an experienced leader with a passion for operations teamwork and making a meaningful impact As the Field Maintenance Operations Manager youll play a key role in keeping airport facilities and fleet services running safely and efficiently every this dynamic position youll lead a dedicated team manage airside and landside maintenance support snow and emergency response operations and help shape the future of field and fleet operations. Position Summary
Under the general direction of the Assistant Director Field Maintenance the Field Maintenance Operations Manager is responsible for the day-to-day maintenance operations of all airport airside landside and facilities and fleet operations including runways taxiways ramp areas roadways parking and turf areas walks drainage systems fences signs and buildings. Field Maintenance Operations Managers oversee the creation and implementation of field maintenance and fleet operations practices and work procedures by identifying assessing and facilitating airport field maintenance and fleet priorities participating in vehicle and equipment procurement coordinating work efforts with other airport departments and advising/directing field maintenance duty and assistant managers in a wide range of labor performance and administrative activities. Field Maintenance Operations Managers supervise and direct the work of assigned staff assign duties and hours of work and delegate minor supervisory authority and responsibilities to subordinates. Field Maintenance Operations Managers conduct inspections and prepare reports. General work plans and policies are determined in conference with department leadership. Field Maintenance Operations Managers assist the Assistant Director Field Maintenance in the performance of all designated job functions and may be assigned to assume full responsibility of the Assistant Directors functions in the absence of the Assistant Director. Field Maintenance Operations Managers are subject to call-in in the event of any emergency condition including snow and ice control operations. Additional duties may be assigned as needed.
There are two current vacancies for Field Maintenance Operations Manager: one position will be assigned to days generally working Monday through Friday from 6:00 AM to 2:30 PM and one position will be assigned to nights generally working Sunday through Thursday from 9:00 PM to 5:00 AM. Note that these schedules are subject to change based on operational needs.
This is a safety-sensitive position which will require a pre-employment drug screen.
This position is eligible for variable incentive pay of 0-10% of total compensation depending on annual organizational performance. Position Description
RELATIONSHIPS
Supervisory Reports to Assistant Director of Field Maintenance. Has direct and indirect supervisory responsibility for duty and assistant managers field maintenance and fleet staff and seasonal and temporary employees as assigned.
Organizational Daily contact with the staff of the MAC Field Maintenance and Fleet Departments. Daily contact with other MAC staff employees and departments.
External Business Has frequent contact with airlines tenants contractors FAA vendors and other airport managers. Occasional contact with the general public utility company representatives construction engineers survey crews and media during airport assignments.JOB DUTIES
Field and Fleet Operations Management
- Direct and oversee the day-to-day maintenance operations of assigned airport infrastructure and fleet operations including runways taxiways ramp areas roads parking and turf areas walks drainage systems fences signs equipment and buildings.
- Lead the development implementation and continuous improvement of work procedures and operational practices for assigned field maintenance and fleet activities.
- Partner with Integrated Operations and other departments and stakeholders to manage snow and ice control operations and respond to irregular or emergent maintenance issues and concerns.
- Identify assess and prioritize field and fleet maintenance needs and coordinate appropriate responses with other departments and stakeholders.
- Conduct field and fleet inspections and monitor work activities to ensure compliance with operational standards safety protocols and regulatory requirements.
- Prepare and maintain reports and documentation related to inspections maintenance activities work progress fuel use fleet compliance and operational performance.
- Maintain department compliance for assigned areas with applicable regulations standards and reporting requirements including environmental safety and regulatory requirements.
- Maintain accurate records and access information using a variety of tracking documentation and asset management systems related to field maintenance and fleet operations to support operational planning regulatory compliance and performance monitoring.
- Spot check crews to ensure operational efficiency adherence to safety standards and quality of work performed.
- Participate as a department representative during snow and ice control operations and in emergency response efforts as assigned.
People Leadership
- Integrate MACs mission values and strategic goals into areas of responsibility and promote a respectful and inclusive workplace that reflects these principles.
- Supervise direct and assign the work schedules and activities of duty managers assistant managers and other staff as assigned to ensure service and operational standards are met.
- Create and maintain a productive inclusive and rewarding work environment that encourages employee engagement and performance.
- Conduct regular department meetings to communicate organizational goals address issues and provide updates to staff.
- Lead annual department goal setting and planning sessions in accordance with the departments mission and organizational priorities.
- Support staff development through performance feedback coaching and recognition of employee achievements. Facilitate effective working relationships among department employees and across workgroups to support collaboration and operational success.
- Participate in the hiring reassignment promotion recognition discipline suspension and termination processes for assigned Field Maintenance and Fleet employees in coordination with the Assistant Director of Field Maintenance and the Human Resources Department.
- Ensure compliance with MACs Human Resources and departmental policies and supervise assigned staff in accordance with applicable regulations policies and collective bargaining agreements.
- Administer discipline and provide counseling in accordance with MAC policies and applicable collective bargaining agreements.
- Hear and respond to employee grievances and workplace concerns within MAC policies and applicable collective bargaining agreements.
- Promote and model a respectful inclusive workplace and support equitable practices across teams.
- Assure that Human Resources policies and practices of MAC are followed and staff are properly supervised.
- Review employee submitted time for accuracy as to hours worked and equipment used.
Strategic and Collaborative Support
- Collaborate with internal departments and stakeholders to align field and fleet operations with broader airport goals.
- Coordinate and maintain communication with reliever airport managers and staff to support overall airport operations.
- Maintain strong working relationships with other departments governmental agencies contractors and external partners to support operational effectiveness.
- Research and evaluate new technologies equipment materials tools and operational practices to improve operations.
- Assist the Assistant Director of Field Maintenance in executing departmental strategies and projects.
- Represent the department in meetings briefings and cross-functional initiatives as assigned.
- May serve as acting Assistant Director of Field Maintenance in their absence assuming full responsibility for delegated functions.
- Perform other duties and special projects as assigned to support department and organizational objectives.
Additional duties will vary between the different Field Maintenance Operations Manager assignments and could include:- Manage daily field maintenance operational activities including supervising field maintenance operations employees and duty managers.
- Manage daily fleet maintenance and operational activities including supervising fleet operations employees and assistant managers.
- Initiate and monitor Field Maintenance and Fleet Department work orders and coordinate response as appropriate.
- Ensure regulatory compliance for fleet vehicles including licensing emissions inspections and reporting.
- Oversee the fleet fueling program including fuel inventory and management station maintenance and the use of contracted and non-contracted services.
- Coordinate with state agencies to ensure proper titling and ownership of vehicles.
- Engage with Legal and Purchasing departments on equipment specifications procurement processes and contracts.
- Participate in union contract negotiations.

MINIMUM REQUIREMENTS
- Eight years of progressively responsible experience in field maintenance fleet operations public works airport operations or a closely related area including at least two years in a supervisory or lead capacity.
- A bachelors degree in aviation management business or public administration construction management fleet management transportation or a related field may substitute for four years of the required experience.
- An associates degree in aviation management business or public administration construction management fleet management transportation or a related field may substitute for two years of the required experience.
- Knowledge of airport maintenance operations i.e. snow removal concrete and bituminous repair operations and general field and/or fleet maintenance.
- Knowledge of operational procedures on an airfield.
- Demonstrated ability to supervise and direct the work of employees.
- Experience implementing and enforcing safety compliance and operational procedures within a unionized environment.
- Strong interpersonal written and verbal communication skills including experience coordinating with internal departments and external agencies.
- Administrative experience in recordkeeping correspondence budget preparation etc.
- Knowledge of FAA rules and regulations.
- Valid state issued drivers license.
- Basic skill level with Microsoft Word Excel and Outlook.
- Demonstrated team-building skills.
- Demonstrated ability to prioritize and manage heavy and varied workloads.
- Experience supervising field maintenance and/or fleet operations at MSP in another airport or other complex safety-regulated environment.
- Experience participating in snow and ice control operations emergency response operations or similar large-scale operational activities at an airport.
- Experience in a supervisory or managerial role in a public sector organization with union-represented employees including participation in grievance processes or contract negotiations.
- Familiarity with regulatory requirements for fleet vehicle compliance fuel management programs or environmental regulations related to field operations.
- Direct experience with public procurement processes for equipment or fleet vehicles.
- Experience using asset or work order management systems to monitor maintenance and fleet performance.
- Possession of a Class A -OR- Class B Commercial Drivers license (CDL) with airbrake endorsement.
- Certified Member (CM) or Accredited Airport Executive (AAE) of the American Association of Airport Executives (AAAE).
- NAFA Fleet Management Association certification.
