Job Description

Acquisition Administrative and/or Grants Technician/Specialist (Level II)

NOAA Budget Acquisition & Grant Support Services

Falmouth MA (WHOI); Pocasset MA; and Narragansett RI

This role supports acquisition grants and administrative operations with responsibilities ranging from procurement tracking and invoice processing to file maintenance and vendor communication. for the Northeast Fisheries Science Center (NEFSC)

Join @Orchard in supporting the Northeast Fisheries Science Centers (NEFSC) mission-critical operations by providing skilled acquisition administrative and grant support services within the Operations Management and Information (OMI) Division. This division oversees the financial property and procurement infrastructure that enables NEFSCs cutting-edge marine science programs.

As a Level II Acquisition Administrative and/or Grants Technician/Specialist youll assist with procurement tracking invoice processing grant application support vendor communication and property accountability. From maintaining database systems and supporting audits to facilitating purchase requests and ensuring compliance your role will help ensure the timely and accurate execution of the Centers financial and operational functions.

Key Responsibilities

  • Utilizing an acquisition or grant database application to create requisitions purchase card pre-approval forms or grant program forms to include required documentation to support program and scientific staff.

  • Data entry scanning shredding electronic spreadsheet development and daily tracking of procurement requisitions and/or grant applications.

  • Updating and performing data entry in the existing budget acquisition grant and/or purchase tracker database.

  • Communicating (via telephone and in writing) professionally and effectively with vendors staff and customers.

  • Obtaining quotes conducting market research and documenting funds as directed by the Procurement staff.

  • Processing invoices for payment through email and/or electronic database.

  • Interacting with vendors and the NOAA Finance Office to resolve payment and invoice disputes.

  • Utilizing the financial system to generate budget reports. Enter financial data and reconcile spending as necessary to track allocations and expenditures. (Level II)

  • Assisting Trusted Agent and/or Federal sponsor with completing and distributing security clearance documentation as necessary (Level II)

  • Receiving packages and processing packages for shipment.

  • Assisting with creating maintaining and archiving procurement and grant files and supporting record record-keeping system for administrative records.

  • Assisting with tracking budget execution documentation to include travel purchase card purchase order grants etc.

  • Supporting property management and accountability activities.

  • Assisting with Property audit and compliance activities annual inventory recycle/disposal events and overall property management activities. (Level II)

  • Assist with other programmatic administrative functions as necessary.

  • Maintaining efficient budget planning and tracking and invoice and contract fund tracking spreadsheets/databases

Required Qualifications & Experience

  • Must have a minimum of four (4) years of relevant experience

  • .A degree in Business Administration or a related field and 4 yrs experience in business finance accounting acquisitions or a related field (Level II)

  • Experience with accounting acquisition grants purchasing or related field

  • Experience working in a team environment.

  • Excellent verbal and written communication skills.

  • Flexibility and patience to work with a team within an organization that is dispersed.

  • Proficient in using MS Word MS Excel and MS PowerPoint.

Essential Conditions of Employment

  • Location: Work shall be conducted at the NEFSC Facility or via remote offsite location pre-approved by the Contracting Officer Representative (COR) and Project Lead. **
