Job Description

Job Title: ELA/Social Studies Curriculum/ Wage/Hour Status: Exempt

District Testing Coordinator

Reports to: Assistant Superintendent Date Revised: April 2022

Dept./School: District Wide

Summary:

Evaluate coordinate and provide leadership for the English Language Arts and Reading/Social Studies instructional programs of the district. Implement state and federally mandated student assessment programs for the district. Ensure security and integrity of testing materials and data in accordance with state and federal requirements.

Qualifications/Education:

  • Masters degree in education from an accredited university with a major in assigned subject
  • Valid Texas Teacher certificate with required endorsements for subject assigned
  • Valid Texas Mid-Management or other appropriate Texas administrative certificate
  • 3 years of teaching experience in subject area assigned
  • 3 years of successful experience with state assessment programs at the campus/district level preferred

Other Skills and Abilities:

  1. Knowledge of the state testing program and accountability system.
  2. Ability to use student test data systems.
  3. Ability to perform statistical analysis.
  4. Ability to use personal computer and software programs to collect report and present data and test-related information.
  5. Ability to develop and deliver training to adult learners.
  6. Excellent organizational communication and interpersonal skills.
  7. Knowledge of curriculum and instruction.
  8. Ability to assist in coordinating and/or providing virtual/distance learning to students via Google Classroom and other multimedia options in response to pandemics natural disasters catastrophic events etc.

Major Responsibilities and Duties:

Assessment Program Management

  1. Implement procedures for ensuring security and confidentiality of state-mandated testing programs and other assessments. Direct and oversee test implementation and monitor testing activities to ensure that procedures are followed and deadlines met.
  2. Monitor state and federal assessment programs (e.g. STARR TELPAS etc.).
  3. Coordinate state and federal assessment programs including ordering materials pre-registering students (when necessary) and managing distribution and collection of secure and non-secure testing materials.
  4. Ensure data integrity as related to state and federal testing systems including transmission of student registration files receipt of student result data files and transferring assessment result files to appropriate data systems.
  5. Provide timely support and training for campus testing coordinators and district staff.
  6. Monitor additional Rater training required for specialized assessments (e.g. STAAR Alt 2 TELPAS) and determine process of certification record maintenance.
  7. Maintain and monitor the teacher incentive allotment program and will collaborate with school and central administration as needed to ensure the efficiency and operation of the program.
  8. Collaborate with other departments in order to ensure the successful implementation of the state assessment program for specialized student groups (e.g. ELL SPED LEP etc.) that may require accommodations modifications
  9. Identify investigate and address testing irregularities. Report discrepancies and disciplinary actions taken against students as required.
  10. Advise Assistant Superintendent and other stakeholders of student assessment results and campus/district assessment
  11. Provide assistance to campus/district leadership to support data disaggregation and analysis associated with district.
  12. Provide resources and materials to support campus/district staff in accomplishing student assessment goals including use of quality tools charts surveys quantitative/qualitative analysis and research-based solutions for
  13. Obtain and use evaluative findings including student performance data to examine curriculum and instructional program effectiveness to improve student
  14. Serve as liaison between school/district and other agencies related to state and federal assessment programs.
  15. Consult with parents administrators counselors teachers community agencies and other relevant individuals regarding state and federal student assessment

Professional Development to Improve Leadership

  1. Facilitate the alignment and development of the ELAR/Social Studies curriculum based upon continuing systematic review and analysis.
  2. Collaborate with instructional staff in evaluating and selecting instructional materials to meet student learning needs.
  3. Provide instructional coaching and PLC support on campuses.
  4. Plan implement and evaluate instructional programs with teachers instructional coaches and principals including learning objectives instructional strategies diagnostic screenings and progress monitoring assessment techniques.
  5. Apply research and data to improve the content sequence and outcomes of the teaching-learning process.
  6. Work with appropriate staff to develop maintain and revise curriculum documents based on systematic review and analysis.
  7. Plan the necessary time resources and materials to support accomplishment of educational goals.
  8. Participate in the district-level decision-making process to establish and review the districts goals and objectives and major classroom instructional programs of the district.
  9. Obtain and use evaluative findings (including student achievement data) to examine curriculum and instruction program effectiveness.
  10. Secure consultants specialists and other community resources to assist principals and instructional staff in attaining objectives with adherence to the districts business and finance regulations.
  11. Implement policies established by federal and state law State Board of Education rules and local board policy in curriculum and instruction area assessment guidelines and procedures.
  12. Demonstrate use of appropriate and effective techniques to encourage community and parent involvement.
  13. Review and analyze data including student achievement data to examine instructional program effectiveness.
  14. Demonstrate behavior that is professional ethical and responsible and serve as a role model for all district staff.
  15. Articulate the districts mission instructional philosophy and curriculum implementation strategies to the community and solicit their support in realizing the mission.
  16. Maintain records of districts ELAR/Social Studies professional development attendance (sign in sheets attendance records).
  17. Provide effective staff development activities that incorporate the mission of the district program evaluation outcomes and input from teachers and staff.
  18. Research plan write and/or complete grant applications and associated requirements to secure new or continued funds to maintain and enhance services/programs the department. (Ten percent of the grant received will be assigned to you as procurement allowance).

Policy Reports and Law

  1. Compile maintain and file all assessment reports records and other documents required including mandatory reports to state and federal
  2. Comply and implement policies established by state and federal law State Board of Education rule and local school board policy in curriculum and instruction.
  3. Monitor state and federal legislative processes for potential impact on assessment and accountability systems.

Leadership and Communication

  1. Meet regularly to review assessment data and to assess outcomes of goals established by grade level teams.
  2. Assist teachers in using classroom data to plan classroom instruction.
  3. Assist teachers in implementing continuous progress monitoring reporting student performance and placement of students throughout the year.
  4. Assist with establishing effective time periods for all balanced literacy components.
  5. Using assessment data with the guidance of the principal and Assistant Superintendent determine campus and district needs for professional development.
  6. Maintain a professional relationship with colleagues students parents and community members.
  7. Use effective communication skills to present information accurately and clearly.
  8. Demonstrate skill in conflict resolution with administrators teachers and staff.

Other

  1. Attend and participate in faculty meetings and serve on staff committees as required.
  2. Maintain confidentiality.
  3. Will provide classroom instruction based on campus needs in assigned areas as requested by central

administration.

  1. Participate in staff development activities to improve job-related skills.
  2. Participate in meetings and special events as assigned.
  3. Exercise professional judgment in absences; be punctual to work meetings and appointments.
  4. Follow district safety protocols and emergency procedures.
  5. Perform other duties as assigned.

Supervisory Responsibilities:

Direct the work of district and campus test administrators and others assigned to conduct tests.

Equipment Used:

Computer telephone printer copier fax machine calculator and other standard office equipment and peripherals.

Working Conditions:

Occasional absences are understood but regular attendance is required. Frequent district wide travel and occasional statewide travel is required. Employee may work prolonged or irregular hours. While performing the duties of this job the employee is regularly required to sit occasionally bend/stoop push/pull and twist. Repetitive had motions including frequent keyboarding and use of mouse is required with occasional reaching. The employee must occasionally do light lifting and carrying (less than 15 lbs.). The employee is occasionally required to stand walk and reach with hands and arms. Employee must work with frequent interruptions and maintain emotional control under stress.

In accordance with TEA regulations STET/HMPS will provide virtual/distance learning when it is necessary. This platform will be conducted either from a classroom or a location other than a school building as approved by the Superintendent. Employee will be subject to virtual/distance learning policies and procedures as set forth in the employee handbook.
