NOW HIRING
Public Works Inspector

The Public Works Inspector is responsible for performing field inspections of public infrastructure improvements ensuring compliance with approved permits engineered plans construction standards and regulatory requirements. The Inspector plays a critical role in quality assurance for both public and private infrastructure projects involving civil construction elements such as grading paving sidewalks trails utilities and drainage systems in addition to work within the public right-of-way. This role requires consistent complete and accurate documentation effective communication with contractors and collaboration with engineering and permitting staff.

Essential Duties and Responsibilities

Essential duties and responsibilities mayinclude but are not limited to the following:


PERIPHERAL DUTIES:
  • Provide leave coverage for the Inspector/Engineering Technical Capital Projects as assigned.
  • Performs other duties as assigned.

PHYSICAL DEMANDS AND WORK ENVIRONMENT: Please see below and the

While performing the duties of this job the employee is frequently required to use hands to manipulate handle or feel; speak; and hear; type on a keyboard or tablet; use a phone; stand; walk; reach with hands and arms; climb balance stoop kneel crouch or crawl. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close distance color and peripheral vision; depth perception; and the ability to adjust focus. Frequently driving a City car or light truck is required.
Must meet the physical requirements/demands to flag according to the Washington State Transportation Commission regulations.
Work is frequently performed outdoors in all types of weather and temperatures and in a loud environment at construction areas building sites and hazardous areas including in or near the roadway; and requires climbing in/on/under and around heavy equipment potentially dangerous tools and construction sites. While in the field the employee must stand or walk on variable surfaces including hard even surfaces and uneven ground as well as sloped embankments. Work is also frequently performed in an indoor office environment where the noise level is moderate.
Evening or variable hours to attend meetings may be required. The incumbent may also be required to work on weekends evenings and holidays subject to callback after normal work hours for emergency work. The incumbent may be required to carry a city phone after hours and on weekends. The incumbent may be required to work alone during work hours and on emergency callouts after hours. The incumbent may also be exposed to individuals who are irate or hostile and must respond professionally and safely.

Qualifications

QUALIFICATIONS:
Education Training and Experience Guidelines
Education: High school diploma or G.E.D;
Experience: Five (5) years of experience in civil or building inspection or five years of journey-level experience in general civil road storm or utility construction or equivalent experience in a related field preferred;
Or: Any combination of education and experience which provides the applicant with the desired skills knowledge and ability required to perform the job may be substituted for these qualifications. Examples include:
Knowledge of:

Ability to:
  • Interpret and apply technical information such as civil plans engineering specifications maps construction drawings reports and property descriptions.
  • Communicate effectively and professionally with contractors staff and the public both verbally and in writing to convey compliance requirements technical information and to resolve issues.
  • Maintain strong interpersonal and customer service skills demonstrating diplomacy patience discretion and professionalism in varied and potentially confrontational situations.
  • Conduct independent field inspections in all weather and terrain conditions exercising situational awareness and enforcing applicable codes regulations and safety protocols.
  • Utilize technology and analytical skills to prepare reports documents and calculations; interpret data and apply basic math grammar and computer software proficiently.
  • Work independently with minimal direct supervision
  • Make decisions within the scope of authority and request assistance from other staff when necessary.
  • Read analyze and interpret various items such as technical documents legal documents operating and procedure manuals and government regulations.
  • Define problems collect data establish facts and draw valid conclusions; apply common sense understanding to solve practical problems.
  • Apply lean or six sigma principles to continuously improve processes procedures and implement change management.
  • Establish and maintain trust confidence and effective working relationships with subordinates other city officials and the general public; effectively interact with tact patience and courtesy.
  • Demonstrate positive and effective interaction and communication with individuals of diverse social and economic backgrounds.
  • Interpret and apply federal state and local policies laws and regulations.
  • Operate personal computer including word processing spreadsheets and database software applications.
  • Maintain confidentiality of business records and other information.

LICENSE OR CERTIFICATE REQUIREMENTS:
  • Valid State of Washington Drivers License or ability to obtain within 30 days of hire; and a driving record which meets the citys requirements.
  • First-Aid Certification or the ability obtain certification within six (6) months of employment is required.
  • Valid Washington State Traffic Flaggers Card or the ability obtain certification within six (6) months of employment is required.
  • Obtain Certified Erosion and Sediment Control Lead (CESCL) certification within six year of hire.
  • Completion of position-relevant background.
