Description

The City of Richmond Department of Public Utilities is seeking a qualified Plant Operations Supervisor to providedirect oversight of routine and preventive maintenance activities including coordination with internal maintenance staff and external contractors to ensure optimal functioning of treatment systems and mechanical equipment. Additionally the incumbent will supervise staff including conducting performance evaluations coordinating training and implementing hiring discipline and termination procedures.

Duties include but are not limited to

  • Plans organizes supervises and controls utility operations andmaintenance staff activities. Ensures that plant systems equipment and infrastructure are operating safely efficiently and in compliance with regulatory standards. Provides continuity for 24-hour shift work.
  • Reviews plant performance and maintenance data for optimization and compliance. Submits Monthly Operating Report. Coordinates data with staff managers and consultants.
  • Establishes goals coordinates work schedules and responsibilities reviews and approves work and provides technical and mechanical guidance. Ensures that the operations and maintenance team has clear direction and support.
  • Oversees preventive and corrective maintenance programs. Coordinates equipment inspections work orders and inventory management. Orders supplies and maintains maintenance and operational budgets.
  • Plans and coordinates special projects involving treatment processes and infrastructure. Works with contractors engineers and consultants ensuring system upgrades and maintenance projects are executed efficiently and documented accurately.

Qualifications Special Certifications and Licenses

MINIMUM TRAINING AND EXPERIENCE:

  • Associates Degree in applied science engineering or related field or specialized/technical training equivalent to two years of college
  • Five years of progressively responsible water or wastewater treatment experience
PREFERRED QUALIFICATIONS:
  • Progressively responsible experience in maintenance supervision strongly preferred.

LICENSING CERTIFICATIONS and/or OTHER SPECIAL REQUIREMENTS:
  • Commonwealth of Virginia Class 1 Water or Wastewater Operators License.


KNOWLEDGE SKILLS AND ABILITIES:
TYPICAL KNOWLEDGE SKILLS AND ABILITIES: These are a representative sample; position assignments may vary.

Knowledge (some combination of the following):
  • Water/wastewater treatment plant operations and equipment
  • Preventive and corrective maintenance programs and procedures
  • SCADA systems and mechanical/electrical components
  • Safety practices OSHA regulations and confined space entry
  • VPDES regulations and reporting requirements
  • Maintenance work order and asset management systems (e.g. CMMS)
  • Microsoft Office Suite and plant performance software
  • Budgeting and procurement related to operations and maintenance

Skills (some combination of the following):
  • Supervising and training maintenance and operations staff
  • Diagnosing and troubleshooting treatment plant equipment
  • Reading and interpreting mechanical drawings plans and technical manuals
  • Coordinating plant shutdowns and equipment repairs
  • Communication team leadership and contractor oversight
  • Budget tracking and resource management

Abilities (some combination of the following):
  • Plan and execute preventive maintenance schedules
  • Coordinate response to equipment failures and emergencies
  • Prioritize assign and evaluate work of operations and maintenance teams
  • Maintain regulatory compliance through effective operations and maintenance practices
  • Collaborate across departments to complete maintenance and capital projects

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments incumbents must be able to perform detailed work on multiple concurrent tasks with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly talk hear see and perform repetitive motions; frequently climb balance kneel crouch reach stand walk push pull lift; and occasionally stoop crawl finger grasp and feel. The working conditions may include environmental terms of the physical strength to perform the essential duties this classification is considered to be sedentary exerting up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects.
