GENERAL DESCRIPTION:


The Contracts & Operations Coordinator represents and supports the Behavioral Health Division (Division) within the Wyoming Department of Health (Department). Responsibilities include planning management and oversight of up to 400 contracts each biennium. This position reports directly to the Division Operations Policy Tracking and Contracts (OPTC) Unit Manager and acts as the main liaison between the Division and the Attorney Generals (AG) Office Department of Enterprise Technology Services (ETS) Fiscal the Office of Privacy Security and Contracts (OPSC) the Department of Administration and Information (A&I) and the Directors Office for compliance with applicable state and federal regulations and laws related to contract development. This role also includes coordination of Division operations correspondence federal grants short and long-term strategic planning rules project development and quality improvement for projects data and reports. The Coordinator will actively research review and interpret federal and state statutes regulations rules legislative intent agency mission and goals gubernatorial and administrative requirements and apply these requirements to Division programs and corresponding contracts. The position shall help facilitate the Divisions role in performance management through HealthStat.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.


  • This position oversees the Divisions contract process for all Division contracts including both facilities. This includes the planning process procurement needs monitoring progress on drafting timely document reviews coordinating the signature process identifying gaps and developing strategies to address these gaps. All components of the contracts process are logged for tracking purposes and may generate reports for use by Division Administrators Supervisors and Unit Managers. Review of the contracts will ensure alignment with Divisions mission and goals the current strategic plan and HealthStat targets and initiatives. The position also trains and assists program managers on contract updates and the Agencys procurement processes to include developing requests for proposals (RFPs) requests for applications (RFA) and bid exceptions following the state procurement process as well as state and federal rules and regulations. This position serves as the main point of contact for contract and procurement issues.

  • The position coordinates the day-to-day operations of the Cheyenne Division office which includes assisting the Unit Manager with support staff assignments. It is actively involved in strategic planning and reporting budget development and management organizational systems management monitoring Division administrative spending and project/program development implementation and evaluation.

  • The Coordinator assists with the coordination of the Governors Correspondence memos to the Directors Office and ad hoc correspondence requests from political officials the media and stakeholder this role the position is responsible for reviewing correspondence distributing it to the appropriate unit/facility administrator for a response creating a response timeline to align with the due date requested by the Directors Office and tracking correspondence progress. This position compiles draft responses works with support staff to complete editing and formatting and requests additional information as needed. The position creates updates and continually reviews the major communication process methods to keep Division staff up to date on changes and expectations from the Governor Department Director and Senior Administrator and does a final review on all major Division correspondence to ensure professionalism consistency and to keep the Divisions Senior Administrator aware of information being released.

Major area of responsibility:

  • This position helps facilitate the Divisions role in Department and Division HealthStat and is responsible for attending and facilitating prep meetings with program teams before Department Performance Improvement Team (PIT) meetings training Division staff on the internal process and providing widespread communication on any addition this position participates in internal PIT meetings with program managers. The Coordinator keeps continuous track of process improvements helps facilitate an annual review of the entire system with the OPTC Unit manager to determine upgrades and makes changes as necessary. The position prepares and coordinates internal annual Division HealthStat reports thoroughly reviews each progress report vets data confirms strategies and monitors completion.

  • The Coordinator works directly with the OPTC Unit Manager on the Divisions strategic plan and serves as a representative to special projects and committees that affect the Divisions roles. The position is responsible for providing input and the co-facilitation of the strategic plan updates and special projects conducting research and planning for special assignments involving state or federal legislation statutes rules or policy issues including gathering data and creating special reports. The role facilitates continual review of status once the strategic plan or special projects have been implemented and continuously works on performance management and quality improvement initiatives.

Qualifications


PREFERENCES:

Preference will be given to candidates who have a minimum Bachelors degree or equivalent in human services health administration business political science public administration psychology social services or other related fields in addition to 2-5 years of related experience.


KNOWLEDGE:


  • This position understands state and federal government functions procedures concepts principles and practices of professional healthcare administration and policies and procedures established for the work system. It comprehends federal regulations state statutes program rules and policy and can interpret and integrate the foregoing into legislation statute and policy.
  • The Coordinator understands governmental accounting and management analysis and can examine documents data and reports for completeness accuracy and conformance with regulations. This position is knowledgeable of federal laws related to state programs that use federal funding sources.
  • This position comprehends organizes and manages large and complicated projects that require complex analytical skills and difficult addition it organizes and conducts successful and informative meetings and presentations for a diverse audience including state federal and local agencies legislators professional associations and other stakeholders.
  • The Coordinator has skills in interpersonal relations team-building and consensus-building with the ability to set goals and motivate staff to achieve these determined goals.
  • This position requires good oral and written communication skills to communicate with a broad range of audiences including administrators legislators contractors and staff. It can also communicate program information and policies to public and private entities and create publications informing stakeholders and the general public of critical program information.


MINIMUM QUALIFICATIONS:

Education:
Bachelors Degree (typically in Business)
Experience:
1-2 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Senior Grants & Contract Administration Specialist
OR
Education & ExperienceSubstitution:
4-6 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Senior Grants & Contract Specialist
