We are seeking a leader who has a positiveattitude excellent customer service skills and the ability to meet requireddeadlines. The ability to prioritize work track progress and execute timelyfollow up is critical. The position will be located at Camp Keyes in telework will be permitted with management approval.
Primary responsibilities include:
- Planning directing and coordinating the activities of the procurementteam.
- Ensure procurement practices are consistent with State procurementlaws and regulations.
- Implements administers and complies with human resource lawspolicies procedures
- Developing SOPs and training materials for Contracting/Procurementsection.
- Coordinating and collaborating with other department groups to createefficient RFPs RFQs and planning of major purchases.
- Building effective working relationships with State of MaineProcurement department personnel.
- Consults with client agencies regarding unusual or complexproduct/service needs and budget requirements to determine contractspecifications delivery requirements performance milestones andevaluation criteria for award decisions.
Skills or knowledge required:
- Ability to plan direct evaluate and coordinate the work ofsubordinates and to delegate effectively.
- Ability to supervise subordinate personnel.
- Knowledge of contract administration practices and procedures.
- Knowledge of negotiation techniques
- Ability to communicate effectively both written and verbal.
- Ability to exercise discretion in handling confidential material.
Minimum qualifications:
Eight (8) years training education and/or experience in business administration purchasing or a related field which includes a minimum of three (3) years experience in the large-scale purchasing of a wide variety of goods involving direct contact with vendors and sales representatives.
Preference will be given to those applicants:
Experience with Microsoft Office Adobe and other Business Accounting System helpful.
