Description

The City of Richmond Department of Justice Services is seeking highly qualified candidates to fill the position of Human Services Analyst. The Human Services Analyst in the division of Juvenile Community Programs oversees the Community Service Program. The program involves responsibilities that support the overall operations of Juvenile Community Programs. This position is designed for a positive highly organized computer-savvy and energetic individual who is interested in building youth participation in the community while mentoring them. This position will be expected to work weekends and during the week.

Duties include but are not limited to

  • Achieve an understanding of the agency mission strategic focus areas and overall goals and objectives and contribute to the success of these areas.
  • Oversee wrap-around case management services for families in need ensuring comprehensive support tailored to individual requirements.
  • Assist and supervise all aspects of Community Service Program Management including orientations volunteer site tracking and follow-up including recruitment of community service volunteer sites
  • supervision of youth and ensuring all requirements are met and adhered to.
  • Support volunteer stewardship and build strategies to grow the overall volunteer base including volunteer recruitment and engagement campaigns.
  • Receive referrals from a variety of agencies requesting restorative conferencing.
  • Coordinate restorative conferences for those impacted and provide specialized services to youth and families through structured supportive case management and referrals to other services.
  • Facilitate curriculum one on one or in small groups for youth based on their needs and Accountability Agreements from their restorative conference.
  • Meet with youth and their families in a variety of settings including home and school or other community locations; establish trust and rapport with youth in a community-based role to assess family support needs and assist youth and their families with understanding and accessing services available to them.
  • Establish and maintain community referral network.
  • Safeguard program integrity by maintaining high standards of confidentiality service delivery and timely reporting to clients professionals involved with the youth and the Program Manager.
  • Oversight of Community Service Program to perform tasks to assess clients needs situations strengths and support networks to determine their goals.
  • Perform other work as assigned.

Qualifications Special Certifications and Licenses

Knowledge Skills and abilities:

Considerable knowledge of human services programs such as prevention and intervention for youth policies procedures and regulations; youth welfare programs programs for the elderly maternal child health; prenatal and childbirth education; life course development; and awareness of family law; Knowledge and experience related to justice-involved youth the systems impacting them and the resources available to them required; Community relations and organizing and familiarity using case management and reporting databases systems etc. Demonstrated skill in administration and management operations; program planning and evaluation; data collection and management; conflict resolution and mediation; public speaking and presentations; business technical and report writing; oral and written communication; interpersonal communication and active listening as applied to interaction with co-workers supervisors and customers to sufficiently exchange or convey information and to receive work direction; customer service; and basic computer skills including but not limited to the use of Microsoft Office as well as Zoom/Skype and other distance meeting resources. Proven ability to work with diverse populations including hard to serve and low-income communities to generate trust and cooperation; identify funding to address community service needs and which organizations require said funding; multi-task and manage competing priorities; interpret and apply relevant policies; problem solve; think critically; prioritize; manage time effectively and be flexible to changing circumstances and can maintain balance in a fast-paced work environment.

Minimum Training and Experience:

  • Bachelors degree in human services social work or a related field also preferred.
  • Two years of experience in a human service field.
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
  • Knowledge and experience of Restorative Justice/Practices a plus.

Licensing Certifications and/or other Special Requirements:

  • Training in evidence-based services.
  • A valid Commonwealth of Virginia Drivers License within 30 days of hire
A valid Drivers License with a satisfactory driving record. (Please note: A candidates DMV record can have no more than 6 demerit points in one year. Additionally a candidate with a DWI/DUI conviction within 3 years of the date of application or of the date of hire automatically disqualifies an applicant. Conviction of more than one DWI/DUI automatically disqualifies an applicant).

ENVIRONMENTAL HAZARDS: Working conditions may include exposure to travel to other locations within the City of Richmond as well as outside of the City of Richmond; exposure to hazardous physical conditions such as mechanical parts electrical currents vibrations etc.; atmospheric conditions such as fumes odors dusts gases and poor ventilation; inadequate lighting; intense noise; and environmental hazards such as disruptive people imminent danger and a threatening environment.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments incumbents must be able to perform detailed work on multiple and concurrent tasks with frequent interruptions and under time constraint. While performing the essential duties of this job the employee is regularly required to talk; hear; see; use hands wrists or fingers in a repetitive motion; and finger (pick pinch type or otherwise work primarily with fingers). The employee is occasionally required to walk stand reach extending hands and arms in any direction lift and push or terms of the physical strength to perform the essential duties this classification is considered to be sedentary exerting up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects. Some travel may be required.
