Job Description

Position Summary

The city of Brooklyn Parks Workforce Development Division in collaboration with Brooklyn Center is hiring a talented program manager to lead
BrookLynk a successful and growing youth workforce development program run collaboratively by the cities of Brooklyn Park and Brooklyn Center. The city of Brooklyn Park is looking for energetic passionate leaders who have experience delivering effective person-centered workforce development and youth development programs. This position will be responsible for the management of day-to-day activities building trusted relationships with participants community stakeholders and staff.

BrookLynk has proven itself as an industry leader and has been successful at building strong relationships and reputations within the community and the Twin Cities metro region. Its outcomes include equipping over 400 alumni with professional skills engaging over 30 employers in being 21st century workplaces and has resulted in more than 600 youth employed. BrookLynk is looking for an energetic passionate leader who has experience delivering effective youth-centered workforce development and youth development programs.

This position will be supervised by the citys Workforce Development Program Director and is a full time exempt position requiring evening and weekend work.

This is an INTERNAL POSTING ONLY and restricted to current City of Brooklyn Park Employees only. External candidates will not be considered at this time.

Essential Duties and Responsibilities

This position is responsible for program success. This includes attending all program events serving as the face of the program supporting staff with program coordination and program implementation youth and employer recruitment and outreach event planning and data and evaluation. The BrookLynk Program Manager will oversee the delivery of BrookLynk to meet youth workforce development outcomes.

Youth and Employer Recruitment and Engagement (40%)
This position is responsible for developing new partnerships and engaging with existing partners to recruit engage and promote key programs and services. They will also serve as the primary contact for the program to participants employers and partners who express interest or have questions or concerns with the program. This includes designing and implementing recruitment and outreach strategies with staff and a network of schools community organizations area colleges local government partners at the state and county as well as local businesses to connect individuals to pre-employment and employment opportunities.

Delivery of Training (20%)
This position is responsible for the development of training opportunities for program participants supervisors and employer partners including the development of training content overseeing the delivery of trainings and being responsible for attendance and other metrics. This includes both virtual and in person training opportunities

Job/Internship and Data Collection/Reporting (20%)
This position oversees the job/internship process which includes having a deep understanding of employer needs timelines and expectations to ensure that participants are appropriately matched and/or connected to employment opportunities that align with their individual interests desires limitations and goals. The program manager will also be responsible for reporting to the Workforce Development Director and other leaders within the community on metrics and data related to program participation job/internship matches job coaching and program outcomes.

Management Duties (20%)
The program manager is also responsible for the supervision of the program coordinator contractors and/or interns for the delivery of programming including conducting annual reviews professional development and guiding the daily work of up to three staff people. It also includes presenting ideas and strategic vision for the future of BrookLynk and workforce development and contributing to the annual budgeting process. It also includes assisting the Workforce Development Program Director in the reporting and data management required by federal state and county grants.

Minimum and Desired Qualifications

Education
Bachelors degree in youth studies workforce development human services or related field

Experience
Five (5) years of experience coordinating or managing programs for youth and/or adults

Equivalency
An equivalent combination of education and experience closely related to the duties of the position MAY be considered (e.g. 9 years of highly related experience AND High School Diploma/GED)

Licenses/Certifications

  • Valid drivers license
  • First Aid/CPR trainingwithin 1 year of hire

  • Van trainingwithin 1 year of hire


Knowledge Skills and Abilities
  • Previousexperience working with people from various cultural socioeconomicracialand ethnic backgrounds

  • Demonstrated ability to work with individuals and communities from diverse socioeconomic and cultural backgrounds

  • Demonstrated ability to build positive relationships with individuals communities and stakeholders

  • Demonstrated abilityestablishingand managing collaborative and strategic partnerships

  • Previousexperience managing or coordinating workforce development or related programs

  • Previousexperience working with businesses across sectors (private public non-profit)

  • Previousexperience with data collection and management

  • Previousexperience with grants administration

  • Previousexperiencefacilitatinggroups

  • Ability to communicate effectively both orally and in writing

  • Works well under pressure and under deadlines

  • Ability to provide a level of customer service that meets or exceeds customer expectation and satisfaction

  • Embrace and engage in cultural shift toward Continuous Improvement

  • Proven effectiveness in project or program managementincluding data management program evaluation managing staff/interns and committee/board management


Desired Qualifications
  • Experience working or living in Brooklyn Park or Brooklyn Center

  • Proven effectiveness in the delivery of workforce development youth development or college and career readiness programs

  • Experience working or living in Brooklyn Park or Brooklyn Center

  • One (1) or more years of experience working with young people facing multiple barriers from a variety of cultural backgrounds

  • Proven effectiveness in the delivery of workforce development youth development or college and career readiness programs
