The Division of Aging and Adult Protective Services (AAPS) is one of four Divisions within the Office of Adult Aging and Disability Services. The Division exists to provide state leadership and supervision for all services (state county local non- profit etc.) in the administration and coordination of services to older adults to include oversight of all 64 county departments of social/human services in the administration of Adult Protective Services (APS) programs as well as the 16 Area Agencies on Aging (AAA) in the administration of programs and services funded by the Older Americans Act (OAA) and State Funding for Senior Services (SFSS).

The Division consists of the following management units that report to the Division Director:
State Unit on Aging (SUA);
Adult Protective Services and within the CAPS Check Unit (CCU) and APS Policy Unit and the System & Data Analytics Unit
Data Fiscal and Program Accountability functions are included in both programs.

APS administers both the statewide APS program and the CAPS Check Unit (CCU). The APS program provides supervisory oversight of 64 County Departments in the administration of APS. This includes providing training and technical assistance conducting monitoring and other quality assurance activities and establishing regulatory policy and program requirements. This also includes maintenance and support for the statewide APS Data system (CAPS) where caseworkers in all counties document all case records and other program operations. The CCU provides pre-employment background screening of CAPS supporting employers who hire individuals in positions providing direct care to at-risk adults. The APS System and Data Analytics team operates and maintains CAPS to ensure both county caseworkers and employers requesting CAPS Checks receive sufficient support and consistency of data system functionality.

Description of Job


The CAPS Administrator is the delegated staff authority for maintenance of the Colorado Adult Protective Services data system (CAPS). This position will direct overall planning with respect to data system development and maintenance including acting as liaison between the APS unit the software vendor (Salesforce) and any other contracted vendor supports if applicable. This position will coordinate with leadership and the unit work lead to direct the daily work projects for CAPS maintenance to ensure that the APS unit provides timely accurate and adequate support technical assistance and training on CAPS to county APS programs. This positions main objective will be to ensure that the CAPS system meets the needs of APS caseworkers supervisors employers requesting CAPS checks and state management. This position is also responsible for establishing user competency requirements in coordination with the standards set by the APS training manager for APS certification. The APS unit must be able to effectively use the CAPS system to efficiently collect all information related to the case and provide output of that data through reports. The position will make recommendations to the unit lead and/or program leadership for strategic planning purposes.

Special Qualifications:


Experience Only:

  • Seven (7) years of relevant experience in data systemadministration IT support supporting Salesforce systems providingusertechnical assistance and training developing and enhancing data systems etc

OR

Education and Experience:
  • A combination of related education and/or relevant experience in an occupation related to the work assigned equal to seven (7) years.


Preferred Qualifications:

  • Experience troubleshooting testing and debugging system functionality
  • Experience developing and delivering training for system users
  • Experience with reports and dashboards
  • Technical writing skills to include experience writing and interpreting system and process documentation
  • Experience providing support to system users through help desk tickets technical assistance and consultation
  • Experience with Visualforce and Flows
  • Experience monitoring updates and making changes to ensure compliance/continued functionality
  • Experience with mail merges editing and writing templates
  • Experience working with Salesforce communities
  • Experience with Classic and Lightning
  • Ability to work both independently and collaboratively with a team
  • Strong written and verbal communication skills
  • Strong customer service skills

  • Current/Valid and unrestricted US Drivers License
  • Travel: Travel may be required to conduct/attend training and program monitoring activities
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position (3) provide the employee number from the applicants prior State employment. Absent extraordinary circumstances prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS.
