How will this role impact First Command
The SVP Chief Compliance Officer (CCO) will be primarily responsible for the administration of the compliance program and the oversight of the compliance department including compliance oversight of the First Command Brokerage Services Inc. (theB-D); First Command Advisory Services Inc. (RIA);First Command Europe Limited (FCEL) and First Command Insurance Services Inc. (Insurance Agency). The CCO is responsible for establishing standards and implementing policies and procedures that are reasonably designed to ensure that the compliance programs for the B-D RIA FCEL and Insurance Agency are effective and efficient in identifying preventing detecting and correcting non-compliance with applicable laws and regulations. The position will report administratively to the SVP Chief Legal Officer and functionally to the CEO.
What will the employee do in this role
General oversight and management of the Compliance Program for the B-D RIA FCEL and Insurance Agency (together the Compliance Program);
Lead manage and train teams in the Compliance Department including Quality Management; Licensing and Registration; Regulatory Reporting; Branch Examination/Audit; Anti-Money Laundering;
Provide compliance advice in a fast-paced business setting with the ability to prioritize and work in a highly dynamic and changing environment;
Provide guidance and technical expertise that supports the design implementation and oversight of the Compliance Program;
Monitor and act upon regulatory developments relating to compliance risks and associated regulatory obligations including relevant SEC FINRA and state rules;
Manage interactions with regulatory agencies to ensure compliance with applicable laws and regulations;
Prepare and/or manage the preparation of regulatory submissions and coordinate responses to inquiries from regulators;
Monitor changes in regulations and communicate their impact on the organization to stakeholders;
Partner with the other business departments to ensure controls policies and procedures are reasonably designed and implemented to meet regulatory requirements;
Advise management on how to comply with the laws and regulations; monitor the business units performance with compliance and alert management to compliance gaps and issues;
Oversee compliance monitoring testing and reporting related to 206(4)-7 and FINRA Rules 3120 and 3130;
Actively identify risks and facilitate their mitigation to acceptable levels;
Draft and update policies and procedures as applicable;
Responsible for the firm-wide continuing education program which includes Firm and Regulatory Elements annual compliance meeting and annual compliance questionnaire;
Provide reports on a quarterly basis to keep the Companys Board of Directors and senior management informed of the progress and status of the Compliance Program new developments in regulatory compliance;
Oversee the Code of Ethics and Code of Conduct including the Personal Trading System for monitoring employees personal securities transactions;
Serve as the Chair the firms Conflicts Committee;
Serve as the Chair the firms Compliance by Design Committee and oversee the Companys efforts to ensure compliance is built into the systems and processes;
Drive regulatory and special projects and ad hoc assignments as required to ensure important GRC initiatives to successful implementation;
Be flexible and willing to take on compliance-related projects that arise from time-to-time;
Serve as a confidant resource and advisor to the CEO on all compliance-related matters;
Partner to the NDAO for field related training updates and communication;
Responsible for providing home office employee training to promote their understanding of the first line of defense; and
Collaborate with senior leaders to effect changes throughout the organization.
What roles will this employee lead
Direct supervisory authority over the Director of Compliance the Associate Director of
Licensing and Registration and overall leadership authority and responsibility over the
entire Compliance team.
What skills & qualifications do you need
Education
College Degree (or equivalent experience).
Work Experience
15 years experience in Compliance related discipline
10 years experience in a Compliance management role
Certifications
Series 7 and 24 required;
FINRA Certified Regulatory and Compliance Professional designation strongly preferred
Required Knowledge Skills and Abilities
Strong analytical process management problem solving and communication skills with a
proven ability to work with cross functional teams.
Strong attention to detail excellent communication skills and a thorough understanding
or regulatory requirements are essential for this role;
Ability to take initiative and be confident in both abilities and decisions;
Proficient using Word Excel and Power Point;
Proficient in Knowledge of the Investment Advisers Act of 1940 Investment Company Act
of 1940 Securities Act of 1933 and the Securities Exchange Act of 1934;
Proficient in various State blue-sky requirements and insurance regulations;
Excellent oral and written communications skills; and
Excellent Interpersonal skills with the ability to build rapport with field advisors office
management and home office staff.
