BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The position will be under SCDS and contract administered by SCDS/Shipping Unit in Rome/HQ Under the direct supervision of the Country Director and/or Country Offices Head of Supply Chain/Logistics and/or SCDL/SCDS (Ocean Transport/Shipping Service) WFP Rome the Port
Captain/Logistics Officer Port Operations will be responsible for the following duties:
ACCOUNTABILITIES/RESPONSIBILITIES:
as much information on potential transport delays through to destination/port congestionto ensure WFP interests are fully covered and share this information with thenecessary/concerned offices.
with WFP Vessel Agents/Port Authorities for prompt berthing and smoothload/discharge operations.
available to aid/assist in operational accidents and unexpected events
between ships crew and shore resources to ensure max efficiency of cargo operation
that proper documents are received and submitted to local Authorities prior to vesselarrival to ensure no delays in cargo clearance and vessel loading/discharging arrangements.
with WFPs cargo superintendent company and/or Vessels port representatives prior tovessel arrivals to protect WFP interests during vessel operations and to ensure full cargo quantityin good condition is always loaded/discharged.
and be aware of WFP Superintendence arrangements to ensure adequate measures are inplace for commodity quality control and any immediate actions can be taken to safeguard thecommodities and WFP interest at all times.
logistics reporting and monitoring of dispatches and deliveries and quality control ifrequired.
the performance of WFP contractors and report on their performances.
on a daily basis to the Head of Supply Chain/Logistics and the Shipping Service atHeadquarters on vessel load/discharge and all relevant related information.
immediately about loss and damages. Documentary support of such damages to be sent tothe SCDS and SCOR (Risk Mitigation & Insurance) in the Headquarters. Intervene in cases ofdamaged cargo and arrange for adequate inspections sampling testing and final settlement ofdisputed cargoes;
in the development of further improvements in procedures documentation andreporting of the WFP Operation;
and monitor port warehouse activities and condition. Check stack count stock rotationcleanliness insect control roof condition etc to ensure safe keeping of commodities in storage.
proper port/country/WFP procedures are strictly adhered to when disposing of spoiledcommodities to avoid legal fines and/or penalties.
advice on Shipping related matters to WFP staff in country during the course of his/herassignment. Ensure the staff is properly briefed on the Standard Port Operation procedures andresponsibilities of WFP Vessels/Stevedores/Superintendents and Forwarding Agents with clearunderstanding on the points where risk is transferred.
shipping files in good order. Collect the tally and other related documents to thedischarging operations. To do a proper tracking and recording of all incoming/outgoing WFPconsignments and vessels.
a proper loading/unloading operations and a correct stowage of the cargo ontrucks/railroad wagons and storage in the warehouses;
up the rules and procedures described in the WFP Shipping and Logistics Manuals;
that all required documentation such as Statement of Facts Notice of Readiness Letterof Protest etc. are submitted/accepted correctly as per C/P and communicated to SCDS in timelymanner.
any other related duties if required or assigned by immediate Supervisor.
to multiple locations including to Ukraine/Odessa also on extended missions
DELIVERABLES AT THE END OF THE CONTRACT:

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
University degree or completion of Superior Maritime Institution preferably in transport economics with relevant logistic qualifications or extensive logistics experience in port and shipping operations.
Experience:
At least six years of postgraduate professional experience in Port and International Shipping Operations.
WFP previous working experience and procedures knowledge are welcome.
Knowledge & Skills:
with international commodity trade practices;
to plan and organise the work and to meet strict deadlines;
-depth knowledge in port operations and technology cargo and shipping documentationC/P interpretation and shipping business;
of computer software such as MS Office (i.e. Word Excel and PowerPoint) and e- mail communications.
Languages: - Written and oral proficiency in English
-Limited knowledge of another official WFP language of the region/country
