Description

The City of Richmond Virginia is seeking a Deputy Chief Administrative Officer (DCAO) for the Operations Portfolio to provide executive leadership and strategic oversight. This key leadership position reports directly to the Chief Administrative Officer (CAO) and plays a critical role in shaping policies programs and services that enhance the well-being of Richmond residents.

About the Role

The DCAO for Operations is responsible for leading and coordinating efforts across multiple city departments including:

  • Department of Animal Control
  • Department of General Services
  • Department of Public Utilities
  • Department of Public Works

This role requires a forward-thinking leader with a deep understanding of public administration and community engagement. The ideal candidate will be a visionary strategist and a collaborative leader.

Duties include but are not limited to

  • Developing and implementing policies that enhance operations service delivery and improve quality of life for Richmond residents.
  • Overseeing and aligning services across city departments to ensure efficiency and effectiveness.
  • Managing financial resources securing funding opportunities and allocating budgets to meet community needs.
  • Collaborating with state and federal agencies to advance services initiatives.
  • Establishing metrics to track success and ensuring departments are meeting objectives and delivering high-quality services.

Qualifications Special Certifications and Licenses

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelors Degree in public administration business administration or related field of the assigned portfolio
  • Masters Degree in related field is preferred
  • Ten years of progressively responsible related experience that includes significant management and supervisory experience
  • An equivalent combination of training and experience (as approved by the manager) may be used to meet the minimum qualifications of the classification.

Other position detail:

  • In accordance with the City Code Sec. 2-1204. - Residency of certain officers and employees. Any person employed or appointed on a full-time basis to fill any position subject to the residence requirements of this section shall establish a principal residence within the City not later than 12 months after commencing work in such position.
  • This position is unclassified and works at the will of the appointing authority.

Skills & Competencies:

  • Proven ability to lead complex organizations and multi-disciplinary teams.
  • Strong policy development and program management skills.
  • Experience managing large budgets and securing external funding.
  • Excellent communication negotiation and problem-solving abilities.
  • Knowledge of municipal governance social services and community engagement best practices.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments incumbents must be able to perform detailed work on multiple concurrent tasks with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly talk hear and see; and occasionally balance stop kneel crouch reach stand walk push pull lift finger grasp perform repetitive motions and feel. The working conditions may include environmental terms of the physical strength to perform the essential duties this classification is considered to be sedentary exerting up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects.
