Senior FMS Project Manager

Job Summary

The Senior Foreign Military Sales (FMS) Analyst will provide technical analysis support for the acquisition planning controlling and organizing of multiple FMS Programs managed by a US Army Project Office. They will monitor and analyze activities throughout all phases of the program life cycle from initiation to close-out to include requirements generation design test production fielding and operation. The position requires knowledge of the Defense Acquisition System and demonstrated skills in managing cost schedule and performance in a program office; product life cycle management; project team management; and preparing acquisition and contracting documents. Taskings will include support of current and future international program efforts to include monitoring reviewing analyzing and coordination of security assistance issues concerning DoD and non-DoD agencies. This role requires extensive experience in program analysis evaluation and security assistance with a focus on improving and managing the FMS process lifecycle.

Roles and Responsibilities

  • Conduct substantive evaluations and assist in the development of the Integrated Master Schedule Integrated Management Plan Engineering Change Proposals Contract Data Requirements List Contract Work Breakdown Structure and Prime Item Development Specifications.
  • Provide support and expertise in developing recommendations to strategic plans risk management strategies and reviews; prepare and complete action plans and identify trends
  • Support work environment with multiple quick turn taskings with senior-level analysis and critical thinking to minimize need for iterative follow-up discussions with customer
  • Lead the drafting and development of letters memoranda program briefings and point papers
  • Manage and coordinate inquiries and provide recommendations for senior officials approval and disposition
  • Track the implementation of corrective actions and milestone accomplishments and evaluate progress on a continuing basis. Assist in maintaining and managing the program budget and integrated master schedule
  • Conduct research into project-related issues to ensure compliance with guidelines as outlined in the Federal Acquisition Regulations and the Defense Federal Acquisition Regulations
  • Track project milestones and deliverables and conduct project after action reviews to identify areas for internal improvement
  • Review and assist in the development of Statement of Work contract development and technical evaluations briefings and general support.

Basic Qualifications

  • Bachelors Degree
  • 10 years of experience (Preferably in FMS related to acquisition life cycle management analysis and planning)
  • Ability to obtain a Secret security clearance

Preferred Qualifications

  • Experience in contracting is highly desired.
  • Proficiency in Microsoft Excel PowerPoint and other data analysis tools.
  • 10% travel may be required
