Seattle Public Utilities (SPU) has two (2) exciting opportunities for experienced Safety Professionals to join the Risk & Quality Assurance Division on a temporary basis. External candidates can be considered for a Short-Term Temporary Senior Safety Specialists (Sr. Safety & Health Specialist-BU)opportunity and/or internal City of Seattle employees can be considered for an Out-of-Class (OOC) Senior Safety Specialist.Selected candidates will support general safety health and environmental functions focusing on construction and industrial hygiene efforts while partnering with leadership and front-line staff. You will work alongside other safety team members to collaborate on projects while also working independently.
These Short-Term Temporary positions are expected to lastbetween 5 and 12 monthsand are open to all qualified candidates. Short-term temporary positions are initially non-benefited and will receive premium pay in lieu of benefits.

Job Responsibilities
Job Responsibilities for these two (2) positions will include:
A.) Working on several key safety initiatives and B.) Supporting safety efforts in our Water Line of Business.
Primary Responsibilities for the Sr. Safety Specialist title for Safety Initiatives:
Confined Space Program Review
- Identify permit-required confined spaces at SPU.
- Audit completed confined space permitsfor compliance.
- Identify training needsrelated to confined space entry and update training programs.
Lockout/Tagout (LOTO) Audit & Procedure Development
- Conduct a Lockout/Tagout auditacross workgroups.
- Review and Update SPUs LOTO program
- Conduct review of operational LOTO procedures
- Identify gaps where LOTO procedures have not been developed
- Assist Operations to develop task specific LOTO SOPs
Trenching & Excavation Safety Review
- Conduct audits or reviews related to trenching safety practices.
- Ensure compliance with Excavation Checklist
- Review and update SPUs Trenching Program
Industrial Hygiene Programs
- Noise Monitoring for Hearing Conservation Program
- Conduct noise monitoring for specific job titlesincluded in the hearing conservation program.
- Review and update the hearing spreadsheet to ensure appropriate job titles are in the program.
- Recommend appropriate Hearing PPE to include training
- Silica JSA review and audit
- Review current Silica Safety Plan to ensure compliance
- Conduct site visits with operations to audit safety plan implementation
- Conducting air monitoring to quantify silica exposures.
- Identify any gaps or new tasks where silica dust mitigation needs to be implemented.
- Facility-Specific Site Inspections
- Develop site-specific inspections at several of our facility maintenance shops.
- Start with a comprehensive checklist allowing site managers to remove non-applicable items.
- Train safety committee members and shop staff to complete these on a recurring basis.
Review and Update Physical Job Demands forms
- Get a list of current PJDs from HR of operations job titles
- Review of the PJDs with Supervisors
- Work with SPU HR on updates
- Identifying gaps in pre-placement exam requests and physician notifications
Safety job responsibilities for Water LOB
- In this position you will be the primary point of contact supporting leadership and front-line staff for the Water LOB
- Conduct weekly job-site safety inspections with front line staff ensuring safety standards are followed and supervisors are reinforcing safety procedures
- Participate in monthly safety committee and weekly tailgate meetings
- Provide and coordinate safety training for front-line staff
- Investigate vehicle accidents safety incidents and workplace injuries to include writing safety reports to determine root causes and ensuring these incidents are entered into our Safety Management System
- Maintain constant communication with Leadership and front-line staff. Attending monthly leadership meetings and acting as a safety liaison to provide guidance
- Develop safety and health policies and procedures to include JSA development and training
- Review contractor Site Specific Safety Plans and monitor construction projects for safety compliance
- Research and interpret complex safety and health regulations
- Collaborate with other safety team members on projects and program reviews
- Administer all aspects of safety programs within the department
- Other duties as assigned

Experience: Three (3) years professional experience in safety or health related field
Education:Bachelors degree in Occupational Health Safety Toxicology Industrial Hygiene Biology Engineering or related discipline. (If no degree an additional two (2) years of relevant experience is required.)Combinations of appropriate education training certification and experience(s) will be evaluated on an individual basis for comparability.
License Certification and Other Requirements:- At the time of appointment must hold a validWashington State Driver License
- Certified Safety Professional or Certified Industrial Hygienist (preferred but not required)
- Experience developing JSAs and SOPs in an operations environment
- Experience with database management and creating reports
- Effective oral and written communication skills including ability to provide training presentations
- Familiarity with Confined Space Lock Out/Tag Out Traffic Control/Flagging Fall Protection Trenching/Shoring Hazardous Waste Operations in Construction and General Industry.
- Reviewing and Developing Safety Procedures.
- Ability to facilitate technical training and presentations.
- Strong skills in working collaboratively in a team environment.
- Excellent customer service skills for internal and external customers.
- Skills in Safety Management Systems and Microsoft 365.

The full salary range for this position is $54.28 per hour - $63.19 per hour.
*Temporary employees will start at Step 1 of this progressive range at $54.28 per hour.
Workplace Environment:
- This position requires the selected candidate to work five (5) days in-office and the specific schedule will be agreed upon by the employee and their supervisor.
- Required to wear personal protective equipment follow safety procedures and exercise caution during inspections.
- Work is generally performed in an office environment and at various SPU job sites
