Job Description

All bargaining unit new hires to ODOT must serve a one-year probationary period.

The selection process for this position will include a structured interview. Candidate responses to the interview questions will be scored and the selection will be made in accordance with the OCSEA/AFSCME Contract.

This position is overtime eligible per FLSA Standards.

If this position is filled internally the wage rate will be determined in accordance with the contract.

The final candidate selected for this position will be required to undergo a criminal background check. Criminal convictions do not necessarily preclude an applicant from consideration for a position. An individual assessment of an applicants prior criminal convictions will be made before excluding an applicant from consideration.

-Or completion of undergraduate core coursework in business administration or marketing; 30 mos. licensed real estate sales activities commensurate with disciplines utilized in position to be filled; must be able to provide own transportation.

-Or 18 mos. exp. as Realty Specialist 2 84522 commensurate with disciplines utilized in position to be filled; must be able to provide own transportation.

-Or equivalent of Minimum Class Qualifications For Employment noted above.

In Planning & Engineering Office acts as lead worker (i.e. provides work direction & conducts training) over lower-level Realty Specialists & performs multiple projects & most complex assignments in two or more real estate disciplines (i.e. Relocation & Acquisition) (e.g. complex parcels & right-of-way taking of large residential commercial industrial agricultural & special use properties; partial acquisitions involving complex appraisals & residual remnants; acquisition of rights-of-way from railroads; acquisition of rights-of-way involving negotiations with local public agency (LPA) councils attorneys boards of directors out-of-state owners & multiple owners; parcels having extensive multiple-title ownerships & possible outstanding encumbrances; visual inspections of property; conduct &/or coordinates asbestos inspections; extermination of vermin property management). Conducts complex real estate closings & distributes settlement proceeds. Uses personal computer (e.g. Project Development Management System (PDMS) Ellis Graphical Query Language (GQL) Time Management System (TMS) Microsoft Word) to prepare contracts instruments & legal documents enter data & prepare &/or retrieve miscellaneous documents (e.g. schedules charts annual or production reports). Operates state vehicle to travel as needed in order to meet with property owners for purposes of acquiring right-of-way make onsite visits to inspect properties appraise properties perform title research at courthouses conduct closings attend public meetings etc.

Assists District Real Estate Project Manager Appraisal Program Manager Real Estate Administrators &/or Central Office administrators in monitoring project work plans; makes recommendations for adjustments as necessary. Conducts classroom training in particular real estate discipline as appropriate for proficiency level. Performs investigative work in resolving state & federal audit citations. Performs quality assurance reviews (QARs) as assigned.

Uses Microsoft Word to prepare correspondence & reports as required. Attends & participates in public hearings (e.g. addresses private citizens concerns; explains acquisition property management &/or title/closing processes). As workloads dictates performs assignments involving appraisal & appraisal review titles/closings relocation assistance & property management.

MAJOR WORKER CHARACTERISTICS: Knowledge of business marketing real estate sales or real estate property management; public relations; two or more real estate disciplines commensurate with assignments; addition subtraction multiplication & division; state & federal guidelines applicable to assigned real estate disciplines; employee training & development*. Ability to define problems collect data establish facts & draw valid conclusions; prepare meaningful accurate & concise reports & documents; gather collate & classify information about data people or things; handle standard & sensitive business contacts with property owners utility &/or other governmental representatives; cooperate with co-workers on group projects.
