Job Summary

We are seeking a highly experienced and strategic Lead Project Manager to support the Defense Health Agency (DHA) Healthcare Requirements Analysis (HCRA) study for the Kaiserslautern Military Community (KMC) in Germany. This role is pivotal in leading multidisciplinary teams managing client relationships and ensuring the successful delivery of complex healthcare planning and engineering projects. The Lead Project Manager will serve as the primary engagement manager and subject matter expert providing leadership oversight and strategic direction throughout the project lifecycle.



Qualifications
  • Masters degree or higher in Architecture or Engineering (required)
  • Minimum of 15 years of experience in healthcare architecture/engineering preferably in the federal sector
  • Proven experience in leading large-scale complex healthcare planning projects
  • Strong client engagement and negotiation skills
  • Demonstrated ability to provide strategic and operational recommendations
  • Familiarity with federal healthcare systems and DHA planning methodologies is a plus


Responsibilities Include (but are not limited to):
  • Lead facilitate and oversee analysis and planning across multiple healthcare project types
  • Participate in all levels of meetings to ensure planning continuity and clarity in communication
  • Provide strategic and operational recommendations aligned with DHAs mission and objectives
  • Serve as the engagement manager and primary point of contact for client relationships
  • Develop project budgets conduct negotiations and review/approve contracts
  • Offer subject matter expertise and thought leadership on complex and high-profile projects
  • Ensure conformity with DHA planning criteria federal regulations and project deliverables
  • Guide the development of HCRA reports gap analyses and strategic initiatives
  • Coordinate with multidisciplinary teams including planners analysts and government stakeholders
  • Oversee the preparation and submission of all required documentation and deliverables

DOCPER/SOFA/Logistical Support Status

This position is eligible for support under NATO Status of Forces Agreement (SOFA) supplemental agreement articles 72 or 73.
