What We Offer

The County of Ventura offers an attractive compensation and benefits package that includes:

  • Educational Incentive:Completion of an associate degree (2.5%) bachelors degree (5%) OR graduate degree (5%) not required for the position.
  • Annual Leave/Accruals Redemption:A candidate selected for this position will earn 208 hours per year increasing to 288 hours after 5 years of service and has the ability to cash in or redeem up to 100 hours of Annual Leave per year after taking 80 hours in the preceding 12 months.

  • Bilingual Incentive:Proficiency levels by exam are $.69 per hour (Level I) $1.00 per hour (Level II) or $1.32 per hour (Level III).
  • Holidays- 12 paid days per year which includes a scheduled floating holiday.


The Position

The Ventura County Probation Agency (VCPA) is seeking a Program Administrator II for the California Advancing and Innovating Medi-Cal (CalAIM) Justice Involved Initiative. This initiative aims to transform the Medi-Cal Delivery System to improve the quality of life and health outcomes of Medi-Cal beneficiaries particularly the incarcerated population. The Program Administrator II will coordinate and track compliance with mandated CalAIM Justice Involved Pre-Release Services for youth housed at the Ventura County Juvenile Facilities (JF).

The candidate selected for this position will under VCPA direction coordinate and monitor the CalAIM Justice Involved Pre-Release Services for youth at the Juvenile Facilities. Additionally this position will collaborate with all relevant stakeholders and provide support to the CalAIM project scope objectives and desired outcomes. Work is performed primarily onsite at the JF in Oxnard CA. Two staff in this classification will cover seven days a week excluding holidays.


The ideal candidate

An ideal candidate will have a basic understanding of the criminal justice populations and agencies serving the populations excellent communication and interpersonal skills and the ability to collaborate with stakeholders from various disciplines. This person will also have excellent organizational and time management skills the ability to multi-task effectively and possess strong analytical and problem-solving skills.

Payroll Title:Program Administrator II

The eligible list established from this recruitment will be used to fill current and future Regular Temporary Fixed-Term and Intermittent vacancies for this position only.There are currently two (2) Regular full-time vacancies in the Ventura County Probation Agency.

Program Administrator II is a Management classification and is not eligible for overtime compensation. Incumbents in this classification are eligible for benefits at the MB4 level.

Examples Of Duties

Duties may include but are not limited to the following:

  • Leads the planning and ongoing improvement of the CalAIM program to meet state and federal guidelines.
  • Coordinates screenings and care plans for youth in Juvenile Facilities to integrate physical behavioral and substance use services.
  • Maintains accurate records and ensures data entry complies with DHCS and CalAIM reporting requirements.
  • Communicates regularly with internal and external partners to support coordinated care and service delivery.
  • Manages program resources and monitors budgets to ensure fiscal compliance.
  • Evaluates program activities for effectiveness and compliance and recommends improvements as needed.
  • Prepares and submits timely and accurate reports on CalAIM deliverables.
  • Supports youth and families with Medi-Cal applications to ensure timely enrollment and continuous care.
  • Assists with policy implementation and staff training to support CalAIM goals and operations.
  • Builds and maintains community partnerships to enhance service access and support justice-involved individuals.
  • Performs other related duties as required.

Typical Qualifications

These are the entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.


EDUCATION TRAINING and EXPERIENCE

Any combination of education training and experience which has led to acquisition of the required knowledge skills and abilities (KSAs).


Possession of the required KSAs may typically be demonstrated by one of the following combinations of education and experience:

  • Possession of a Bachelors degree from an accredited college or university in Business Public Administration Psychology Social Work Human Services Behavioral Health or a related field AND
  • 1 year of experience interpreting and implementing governmental regulations which includes experience with contracts and/or grants

OR

  • 5 years of progressively responsible administrative managerial experience experience interpreting and implementing governmental regulations experience with contracts and/or grants.

Education/Experience Substitution

Related experience may be substituted for the education requirement on a year for year basis.

NOTE: Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire


NECESSARY SPECIAL REQUIREMENTS
  • Must be willing to work weekends.


DESIRED

  • Experience with mental health and substance abuse programs/services.
  • Experience with Medi-Cal and/or CalAIM regulations or similar regulatory system.
  • Managing or supervising contract-based fiscal and operational management.
  • Bilingual (English/Spanish)

Knowledge Skills and Abilities

Working knowledge of:California Advancing and Innovating Medi-Cal (Cal AIM) Medi-Cal eligibility benefits and application processes knowledge of federal state local health regulations and confidentiality requirements Juvenile Justice systems and the unique needs of justice-involved individuals.

Skill in: Analytical and critical thinking to interpret policy evaluate data identify trends and recommend strategic improvements; leading and managing a program including planning implementation monitoring and continuous quality improvement; standard office software (Microsoft Suite) and case management platforms and DHCS reporting portals; strong organizational and time management skills with the ability to meet deadlines and manage competing demands.

Ability to: communicate effectively both written and orally; to establish and maintain positive working relationships with justice-involved youth families partner agencies and internal staff to assess program performance and implement data-driven improvements to adapt and adjust plans and strategies as needed to keep objectives on track to learn the basic operations and workflow of the Juvenile Facilities and policies and procedures of VCPA.

SUPPLEMENTAL QUESTIONNAIRE qualifying

All applicants are required to complete and submit the questionnaire for this examination at the time of filing. The supplemental questionnaire may be used throughout the examination process to assist in determining each applicants qualifications and acceptability for the position. APPLICATION EVALUATION qualifying

TRAINING and EXPERIENCE EVALUATION

A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated a T&E applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored/ranked in relation to one another; consequently when the pool of candidates is exceptionally strong many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.


NOTE: The selection process may consist of an Oral Exam which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E) contingent upon the size and quality of the candidate a typical T&E your training and experience are evaluated in relation to the background experience and factors identified for successful job performance during a job analysis. ORAL EXAMINATION - 100%

A job-related examination may be conducted to evaluate and compare participating applicants knowledge skills and abilities in relation to those factors which a job analysis has determined to be essential for successful performance of the job. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.


If there are three (3) or fewer qualified applicants an examination will not be conducted. Instead a score of seventy percent (70%) will be assigned to each application and each applicant will be placed on the eligible list.


Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.


BACKGROUND INVESTIGATION

After successful completion of the examination process certified candidates who have been invited to a selection interview and accepted a conditional offer of employment will undergo a thorough background investigation that will include but not necessarily be limited to contacting personal educational and business references and Livescan fingerprinting for a criminal records check. Additionally certified candidates will undergo a polygraph psychological and medical examination. Those entering the background process are required to provide a current (issued within the past 30 days) Department of Motor Vehicles printout (K4 - 10 year driving record) to the Background Investigator.
