The GME Director is responsible for critical elements of the administration of Graduate Medical Education (GME) at University of Iowa Health Care (UI Health Care). The GME Director oversees GME activities and initiatives related to planning organizing directing strategizing on and evaluating the effectiveness of GME at UI Health Care. Working in conjunction with the Associate Dean(s) for GME the position assures ongoing compliance with both internal and external mandates timeframes and standards for the 136 accredited and non-accredited Graduate Medical and Dental Education Programs at UI Health Care. GME responsibilities Include budget office personnel accreditation and the concerns of house staff members numbering 860 residents and fellows each year.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES
GME Office Oversight
- Oversee and direct the Graduate Medical Education Office and its staff.
- Oversee and direct the Graduate Medical Education Office HR and Financial functions.
- Define the administrative goals of the GME Office including the establishment of efficient work processes cross-training and IT support.
- Recommend appointment promotion and transfer of personnel; conduct performance appraisals and evaluate budget options that affect salary recommendations develop position descriptions.
- Establish duties and priorities across and within GME teams well-being options and issue resolution among the staff. Develop and direct both broad and narrow short- and long-term activities of staff within the GME office and delegate duties as appropriate.
- Expand or modify services and space for the office to provide comprehensive support for faculty and house staff with respect to the needs initiatives and training concerns in GME.
- Review office activities and anticipate how best to marshal staff efforts to study plan for and recommend new or improved processes and programs to carry out GME across the institution including the implementation of on- and off-boarding duty hours parking dining work environment international residents and fellows and the needs of faculty.
GME Enterprise
- Interface with residents and fellows Program Directors Program Coordinators GMEC members and subgroup members finance and benefits administrators the Iowa Board of Medicine CCOM administrators hospital administrators and others as required.
- Analyze issues develop options and in collaboration with the Associate Dean(s) for GME resolve concerns involving all levels of GME.
- Direct the development and implementation of new IT resources including project tracking and maintenance of the GME system-wide database designed to support GME tracking scheduling on- and off-boarding and the financing of GME.
- Administer and serve on the GMEC and other committees subcommittees and workgroups as appointed. Represent UI Health Care Medical Center and UI Health Care on various internal and external committees task forces workgroups commissions agencies and associations.
- Serve as primary liaison with hospital administrative staff and establish communications for planning purposes with other hospitals and academic entities as well as local state and federal agencies related to UI Health Care GME endeavors.
- Collaborate with and advise the Associate Dean(s) for GME Associate DIOs Program Directors Program Coordinators Department Heads and other faculty with regard to internal and external concerns;
- Consult with and advise the Chair of the GME Committee and the Directors and staff of Legal Services Finance HR Benefits and other leaders and groups as needed to identify issues and solutions and to work within and across strategic efforts.
- Assist the GMEC Chair in the drafting of the GME Annual Report as required by UI Health Care Bylaws.
- Prepare and direct the preparation of other routine and ad hoc reports proposals and related materials for submission to the Board of Regents Clinical Services Committee University Administration and other parties both internal and external to UI Health Care.
- Provide organizational oversight for institutional events affecting residents fellows and faculty physicians. Develop agendas oversee the development and management of the significant GME operational budget and evaluate results of office and programmatic efforts.
- Collaborate with other parties including other GME institutions and house staff.
- Work with the GME team and program-level leadership providing both practical and expert advice with respect to house staff needs moonlighting substance abuse concerns various strategic initiatives that relate to policiesBylaws and other standards rules and regulations and training/environmental issues as they arise.
Financial
- Review house staff stipends and develop annual proposal scenarios using market-based studies and in view of UI Health Cares budget capabilities.
- Craft capital budget proposals as relevant
- Oversee the administration of Patient Care Enrichment Funds that help provide stipend support for some fellow physicians.
Regulations/Legal
- Review interpret update and write policies within the office and those that impact house staff appointments and processes and the GME Office. Responsibilities relate to policies involving institutional requirements accreditation standards such as ACGME and JCAHO requirements and to rules regulations and laws that apply to GME.
- Provide counsel on policies as they relate to compliance and also to their operation within GME at UI Health Care.
- Ensure the maintenance of confidentiality at all levels within UI Health Care that relate to GME.
- Review make recommendations on and work with UI Health Care Legal and the CCOM Office of Statewide Clinical Education Programs as needed to ensure that Program Letters of agreement (PLA) and Affiliation Agreements at both the program and institutional levels are drafted on time and pursuant to institutional expectations and accreditation requirements.
- Write PLAs assure PLAs are appropriate advise programs regarding elements of the PLA.
- Track PLA processes and all fully-executed documents which result.
- Ensure that finalized documents are recommended for signature by the appropriate program faculty and by the GME Associate Dean(s) and UI Health Care Medical Center CEO.
- Communicate and satisfy due process requirements affecting house staff members.
- Clarify options and expectations with respect to individual situations including promotion remediation non-renewal and termination.

Qualifications:
- A Masters degree (MHA MBA or MPH) is required or an equivalent combination of education and experience.
- Seven years experience in the day-to-day administration of medical education programming preferably Graduate Medical Education within a sponsoring institution and/or
- Seven years experience in hospital administration staff management and professional interactions with personnel involved in academic health centers including faculty physicians.
- Demonstrated experience working effectively in a welcoming and respectful workplace environment.
- Excellent interpersonal and communication skills are required.
- Extensive knowledge of rules HR law regulations and accreditation standards (ACGME JCAHO) is required.
- Familiarity with University of Iowa Health Care entities and functions as well as with University policies and guidelines is desirable.
