Description

The Director of Human Resources provides strategic leadership on human resource matters. The scope of responsibility includes employee relations payroll benefits programs recruiting employee orientation and training grievances and policy development and implementation. The Director of Human Resources works closely with members of Cabinet to evaluate current practices and implement innovative processes that will meet the contemporary needs of the College.

Essential Functions:
The following list of duties is meant to be representative of the work performed in this position. The omission of a specific duty or responsibility will not preclude it from the position if the work is similar related or a logical extension of position responsibilities.

  • Provide leadership and management of the Human Resources Office to advance the mission and vision of Illinois College
  • Oversee all campus HR programs including benefits administration compensation recruitment payroll performance management engagement and related functions
  • Supervise the HR team providing support and training
  • Serve as systems expert and point of contact for the Colleges HRIS/Payroll system
  • Administer and track FMLA and other forms of employee leaves
  • Maintain policy manuals including the employee handbook and ensure that information is up-to-date and accurate and in compliance with any state and/or federal regulations
  • Manage the annual staff evaluation and salary letter distribution processes
  • Compile and submit data for internal and external reporting purposes
  • Ensure the accuracy of all HR data including insurance payroll and liability accounts
  • Administer employee training programs including sexual harassment mandated reporter and others as needed and appropriate
  • Collaborate with immigration attorneys and employees for immigration sponsorship needs
  • Oversee the Workers Compensation program
  • Respond to Unemployment Insurance inquiries
  • Ensure that the College remains in compliance with all employment legislation on a state and federal level
  • Work closely with the CFO and Controller to project staff salary budget
  • Provide counsel to the Presidents Office and Cabinet members on human resources matters including the selection of insurance providers
  • Advise the Provost and Dean of Faculty on HR matters specific to the faculty and provisions of the Faculty Handbook
  • Address staff grievances and serve as an advisor to staff and supervisors for personnel issues
  • Serve as Privacy Official pertaining to the Health Insurance Portability and Accountability Act of 1996 (HIPAA) with all associated responsibilities
  • Keep current on legal issues in human resource management and work with legal counsel as needed

Qualifications

Qualifications

  • Bachelors degree in business human resources psychology or related field required; Masters degree strongly preferred
  • Minimum of three years progressively responsible professional-level work experience in the field of Human Resources required; five or more years preferred
  • Demonstrated ability to exercise sound professional judgment
  • PHR or SPHR and/or SHRM-CP or SHRM-CPS certification strongly preferred
  • Experience in a higher education setting strongly preferred
  • Familiarity with the academic environment including the tenure system preferred
  • Ability to develop and maintain collaborative working relationships engage in creative problem-solving and extend enlightened hospitality when working with others
  • Ability to exercise a high level of confidentiality
  • Understanding of the legal aspects of human resources
  • Intercultural competency; ability to work with individuals from diverse backgrounds
  • Extensive computer skills including skills in Microsoft Excel and Word
  • Experience working with and maintaining a comprehensive HRIS preferred
  • Strong oral and written communication skills
  • Ability to work some evenings and weekends as necessary
