The Community Development Department is seeking a Code Enforcement Officer to join the Code Enforcements Business Compliance Division. This position will be assigned to a night shift 4 days a week. This position will communicate with internal and external stakeholders including the Sacramento Police Department the property-based improvement districts (PBID) and business owners.
IDEAL CANDIDATE STATEMENT
The ideal candidate will possess the following experience and skills:
TYPICAL DUTIES
- Assist in the implementation of the comprehensive nuisance abatement and environmental health programs.
- Conduct field investigations to uncover violations of nuisance zoning pest infestation noise smoke junk and debris abandoned/inoperative vehicles and related ordinances.
- Issue infraction/misdemeanor citations for violations of City and State Codes relating to nuisance zoning pest infestation noise smoke junk and debris abandoned/inoperative vehicles oversized trucks in residential districts and parking violations.
- Investigate possible violations; photograph evidence contact responsible persons and compose letters; perform follow up investigations to ensure that remedial action has been taken; develop and maintain accurate case files.
- Prepare memos and reports on nuisance zoning environmental vehicle and junk and debris abatement cases.
- Prepare code violation cases for public hearings and court proceedings; appear at public hearings as necessary for case prosecution.
- Confer and coordinate with other agencies and City departments on the investigation and disposition of nuisance zoning pest infestation noise smoke vehicle litter and related violations.
- Compile information on a variety of nuisance abatement matters.
- Respond to public inquiries regarding nuisance abatement matters.
- Coordinate with other public and private agencies to abate public nuisances.
- Other related duties may also be performed; not all duties listed are necessarily performed by each individual holding this classification.
Knowledge of:
- Investigative principles and practices.
- Rules of evidence courtroom demeanor and testimony and laws of search arrest and seizure procedures.
- California penal code.
- California vehicle code.
- Health and safety code
Ability to:
- Learn and explain appropriate City codes and ordinances.
- Understand legal descriptions and boundary maps of real property.
- Interpret vehicle penal and environmental codes to constituents.
- Analyze and compile technical information on investigations and violations.
- Apply investigative techniques useful in ensuring compliance with appropriate codes and ordinances.
- Apply rules of evidence in the development of hearing and court cases.
- Communicate effectively orally and in writing.
- Obtain citation and arrest authority during the time covered by the probationary period and maintain such authority throughout employment in the classification.
- Understand learn and utilize computer hardware/software in daily activities.
EXPERIENCE AND EDUCATION
Any combination of education and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Three years of experience involving office and field investigations of a variety of code ordinance and regulation violations.
Education:
Some assignments also require State certification as a Public Health Vector Control Certified Technician (Limited).

An applicant with a college degree obtained outside the United States must have education records evaluated by a credentials evaluation service. Evaluation of education records will be due at time of appointment.
PROBATIONARY PERIOD:
Employees must complete twelve (12) months of probation at a satisfactory performance level prior to gaining permanent status.

2. Training and Experience Exam: (Weighted 100%) The questions located at the end of the application are the Training and Experience (T&E) Exam. Responses to the T&E questions will be rated and scored. This exam will evaluate the relevance level and progression of a candidates education training and experience. 3. Eligibility: Candidates who pass the Training and Experience Test will be placed on the eligible list. The hiring department may contact candidates for interview at any time during the life of the one-year list. Candidates eligibility expires one year from the date of notification of a passing score for the Code Enforcement Officer Examination.
4. Screening Committee: (Pass/Fail) All candidates that pass the examination and are in one of the top three ranks will have their application forwarded to the hiring department for review. The hiring department will select the most competitive applications for further consideration. Human Resources will only evaluate employment applications for the minimum qualifications as stated on the job announcement for applications selected by the hiring department.
5. Conditional Hire:Upon receipt of a conditional offer the selected candidate must complete and pass Live Scan/fingerprinting. If applicable candidates may also need to pass a pre-employment medical exam controlled substance and/or alcohol test and possess any required licensure or certification prior to receiving a start date from the Department. Failure to meet these prerequisites will be grounds for withdrawal of your conditional offer of employment.
