Established as a permanent office in 1876 the Architect is provided permanent authority for the care and maintenance of the United States Capitol based on Section 1811 of Title 2 of the United States Code. The Architect is responsible for the maintenance operation development and preservation of 17.4 million square feet of buildings and more than 570 acres of land throughout Capitol Hill. This includes the U.S. Capitol House and Senate office buildings the U.S. Capitol Visitor Center the Library of Congress the Supreme Court of the United States the U.S. Botanic Garden the Capitol Power Plant and other facilities. The Architect also provides professional expertise with regard to the preservation of architectural and artistic elements entrusted to his care and provides recommendations concerning design construction and maintenance of the facilities and grounds.

The Office of the Chief Security Officer (OCSO) is responsiblefor managing the agencys internal security programs and policies including personnel suitability and badging. The AOC OCSO has a requirement for Personnel Security Sepcialists to assist with the management and operations of the AOC Personnel Security Program. The support will be performed primarily by providing guidance and assistance to customers on the personnel security process and program; reviewing and processing personnel security forms databases and reports; and developing and updating status reports training materials and other written documentation on the personnel security program.

Position Objective:The Personnel Security Specialist will serve as a member of the personnel security team. The contractor shall provide administrative support to the personnel security program; review and process personnel security paperwork; and will assist with reviewing editing and creating personnel security training reference materials and policies and procedures when required. The contractor will also produce weekly and monthly project status reports. The required services shall be provided onsite at the assigned project location.

Duties and Responsibilities:

Task 1: Personnel Security Services

The contractor will provide the following personnel security services.

  • Assist front-end security intake processing through receiving security documents for processing through AOC centralized portal system.
  • Assist back-end security intake processing through reviewing analyzing processing personnel security forms.
  • Monitor the AOC centralized portal system daily to track the status of applicant requests for congressional credentials background investigations and federal drug testing.
  • Conduct security checks and review personnel security information using various databases to verify if an individual has the appropriate background investigation requested.
  • Perform administrative management functions for congressional credential management.
  • Develop and deliver status reports briefing Government Contracting Officer Representatives (COR) and other stakeholders on the status of processing candidates.
  • Send email communications make phone calls and coordinate meetings with the appropriate representatives to implement personnel security requirements and suitability processing.
  • Provide technical assistance to applicants completing their congressional security forms.
  • Contribute to initiatives to improve functional and/or automated processes within the division.
  • Prepare written documentation in support of the personnel security mission such as internal standard operating procedures reports training and instructional materials and briefings.

C.5.2 Reports

The contractor will develop and produce the following reports:

  • Weekly Report:
    • The contractor will provide a report summarizing the types and quantity of actions completed and any issues and/or security incidents that occurred. The reporting period is from Friday to Thursday of each week. The weekly report is due every Friday at 1200 hours for the previous week.
  • Monthly Report:
    • The contractor shall provide a monthly report listing a summary of the types and quantity of actions completed and all issues and/or security concerns that occurred for the month and any recommendations for process improvements. Monthly status reports are due the first Monday of each month by 1200 hours for the actions that occurred during the previous month.

Qualifications

Basic Qualifications:

  • Minimum 5 years of experience in Personnel Security and the processing of sensitive Personally Identifiable Information (PII) data.
  • Must have three (3) years of personnel security administration and proven experience rendering adjudicative or entrance on duty (EOD) decisions.
  • Ability to research and analyze information and to conduct searches of national security databases to include but not limited to Electronic Questionnaires of Investigations Processing (eQIP) USAccess Fingerprint Results and other as provided.
  • Ability to evaluate suitability applications and completed background investigations to elicit pertinent information and material facts to make a preliminary adjudicative decision on whether to hire approve or deny access.
  • Ability to perform suitability prescreening and review numerous required documents with minimal errors.
  • Ability to perform end-to-end adjudication as required excluding inherently governmental functions.
  • Ability to review completed background investigations as required; compare and cross-check information.
  • Ability to analyze investigation reports conducted by other security entities to support AOC determinations; screening evaluation and adjudication of background investigations performing other duties as required to assist with resolving security concerns.
  • Ability to prepare written analysis and propose recommendations to resolve complex issues; identify high priority cases/issues for review as required.
  • Proficient in Microsoft Office Suite products.
  • US Citizenship

  • Can conform to shifting priorities demands and timelines
  • Ability to discuss technical issues with non-technical executive-level government officials
