Summary: Join NMSU as a Business Manager in Central Property!

NMSU is seeking a detail-oriented Business Manager to lead the Central Property department under Procurement Services. This role oversees surplus property sales asset tracking budget monitoring vehicle administration and compliance with federal and state regulations. The position also supports financial reporting and collaborates with internal departments and external vendors. Join us to help ensure the integrity and efficiency of university asset management!

Classification Summary:
Administers the financial business affairs of an organization. Develops and evaluates internal operating policies and procedures. Develops budgetary controls and prepares financial reports. Establishes priorities for major purchases. Manages the day-to-day operations of fiscal support units such as accounts payable accounts receivable and other accounting functions ensuring compliance with university state and federal policies and regulations.

Classification Standard Duties:
Manages the day-to-day operations of fiscal support units ensuring compliance with university state and federal policies and regulations. Oversees the supervision of personnel which includes work allocation training promotion and enforcement of internal procedures and controls and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and budgets and ensures budget compliance; directs expense and revenue forecasting and control cash management accounts receivable and accounts payable. Interacts and coordinates with unit management to develop financial projections for the component identifying fiscal risks and opportunities. Coordinates and produces financial budget and other special reports proposals and analyses for management to include monthly financial statements and/or funds distribution reports. Reviews and approves expenditure documents for budgets monitored by this position. Interacts with internal and external auditors and participates in occasional auditing projects or provides information and access to accounting and interprets policies to faculty staff and outside persons such as vendors funding source representatives and customers; explains billings and reports and resolves related problems. Develops and implements systems and processes to establish and maintain records for the operating unit. Participates in development implementation and maintenance of policies objectives short-and long-range planning; develops and implements projects and programs to assist in accomplishment of established goals. Participates in the development and implementation of policies and procedures consistent with those of the organization to ensure efficient and safe operation of the unit. Represents the organization at various community meetings or task forces; promotes existing and new programs and/or policies. Performs miscellaneous job-related duties as assigned .

Required Education Experience Certification/License Equivalency
Required Education: Bachelors degree in a related field. Required Experience: Five (5) years of professional experience directly related to the standard duties as outlined. Equivalency: None

Knowledge Skills and Abilities
KNOWLEDGE:Knowledge of cash management principles and/or procedures. Knowledge of contracting process and associated local state federal and other regulations. Knowledge of marketing strategies processes and available resources.; SKILLS:Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community. Skill in the use of computers preferably in a PC Windows-based operating environment. Skill in budget preparation and fiscal management. Skill in examining and re-engineering operations and procedures formulating policy and developing and implementing new strategies and procedures. Employee development and performance management skills.; ABILITIES:Ability to develop and maintain recordkeeping systems and procedures. Ability to communicate effectively both orally and in writing. Ability to analyze and interpret financial data and prepare financial reports statements and/or projections. Ability to develop plan and implement short- and long-range goals. Ability to effectively communicate accounting information policies and/or procedures in a manner easily understood by the customer. Ability to supervise and train employees to include organizing prioritizing and scheduling work assignments. Ability to foster a cooperative work environment. Ability to develop financial plans and manage resources.

Job Duties and Responsibilities
Manage operations of the Central Property department (organizationally the Central Property department falls under Procurement Services). Develop policies and procedures that safeguard NMSU assets and ensure compliance with Federal and State statutes and NMSU administrative policy. Maintain all appropriate records of transactions relating to sale and disposition of surplus property. Generate financial reports for sales projections monitor and approve expenditures (PCard and AggieMart) and manage department budget. Prepare disbursements to departments for proceeds from sales of surplus property. Receive capital assets and work with Sponsored Projects Accounting to ensure accurate tagging of assets and maintenance of asset records. Maintain relationships with suppliers auction houses and NMSU faculty and staff. Provide data as needed to executive management and auditors. Manage vehicle administration (registration intake process disposal process).

Environment: Work involves almost constant exposure to unusual elements: i.e. extreme temp toxic chemicals biohazardous materials dirt dust fumes smoke loud noises other potentially dangerous materials/situations that require safety precaution/protective equip

Physical Effort: Moderate physical activity.

Lifting Requirements: Requires handling of average-weight objects up to 25 pounds or standing and/or walking for more than four (4) hours per day.

Risk: Work environment involves exposure to potentially dangerous materials and situations that require following extensive safety precautions and may include the use of protective equipment.
