Shelter Program Manager
Title: Adult Shelter Program Manager | Reports To: Associate Director of Shelter |
Schedule: Monday - Friday Primarily rotating 1st 2nd shifts. 3rd shift weekend and holiday shifts as needed for coverage. | Union Representation Non-Union |

The Shelter Program Manager is responsible for the day-to-day leadership and oversight of one of Agates two housing-focused shelter program sites. One shelter program is in downtown Minneapolis and primarily serves single adults experiencing homelessness with a focus on partnered adults of all genders. The other shelter program is an innovative new building in the Longfellow neighborhood of Minneapolis that will open in November 2025 serving single adults based on community needs. Each shelter will have its own full-time Shelter Program Manager.
The Shelter Program Manager ensures the shelter operates efficiently safely and in alignment with Agates mission and values. The position supervises shelter staff ensures compliance with program goals and grant requirements builds strong community relationships and maintains a safe welcoming and affirming environment for all guests. The Shelter Program Manager collaborates with Shelter and the Outreach management team to ensure that needs are identified and issues that arise are resolved using best practices.
Position Responsibilities:
Quality Assurance and Safety
- Ensure the shelter is a safe welcoming and affirming space for all guests.
- Uphold best practices including Harm Reduction Housing First and trauma-informed care.
Supervision and Staff Development
- Hire train schedule and supervise full-time part-time and on-call shelter staff.
- Provide regular coaching and performance feedback to shelter staff.
- Ensure staff are compliant with required trainings.
- Set daily work expectations and hold staff accountable.
- Coordinate cross-training opportunities and scheduling with other Agate programs supervisors and staff.
Program Oversight and Operations
- Ensure shelter operations align with Agates mission and the emergency shelters goals of hospitality safety and dignity.
- Ensure daily activities are complete throughout each shift including meal service maintenance cleanings supplies and equipment functionality.
- Maintain daily operational structure ensuring consistency in services and support for guests.
- Collaborate with internal and external sources to resolve facility issues promptly.
Program and Administrative Compliance and Reporting
- Monitor data collection grant compliance and reporting accuracy in databases such as HMIS and ClientTrack.
- Complete daily and weekly paperwork such as credit card reimbursement forms personnel change forms timecard approvals etc.
Strategic Collaboration and Advocacy
- Work with philanthropic governmental and faith-based partners to sustain and grow support for the shelter.
- Promote shelter services and advocate for participant needs within the broader housing and homeless response systems.
Other Duties
- Assist with special projects as assigned.
- Support the strategic direction of Agates shelter and emergency response programs.
- Participate in internal agency meetings and trainings.
Required Qualifications:
- Minimum of 3 years experience in homeless services shelter management or a related field.
- At least 2 years of supervisory experience including hiring and performance management.
- Strong understanding of Housing First Harm Reduction and trauma-informed care.
- Excellent communication and interpersonal skills.
- Ability to work flexible hours including occasional evenings/weekends or on-call responsibilities.
- Have a valid Drivers License car insurance and pass a background check.
Preferred Qualifications:
- Bachelors degree in social work public administration or related field.
- Experience with HMIS.
- Knowledge of Hennepin County housing and homeless services including coordinated entry.

- Experience that gives applicants the required skills abilities and perspectives listed above are commonly gained through one or more of the following:
- Personal experience with homelessness.
- Experience working interning or volunteering with people experiencing homelessness.
- An Associates Bachelors or Masters degree in a relevant field such as Social Work (with accompanying licensure) Human Services or Family Studies.
This position requires use of your own personal vehicle and will require insurance liability coverage of at least one hundred thousand dollars per person and three hundred thousand dollars per occurrence and must have a valid Drivers License and pass a driving record background check.
