This position has been designated as Exempt in accordance with North Carolina General Statute 126-5(c12).
About Us
TheFinancial Operations Division of the NC Department of State Treasurer (DSTor Department) is responsible for the efficient and prudent management of state held assets. The Division is comprised of four areas: Procurement and Contracting Banking Operations Bank Reconciliation Unit and Accounting.
TheInvestment Accounting Supervisor is in the accounting section and reports to the Pension and Investment Accounting Manager for the State Treasurer of North Carolina. The position is responsible for managing all financial accounting and reporting functions for the state investment programs managed by the North Carolina Investment Authority (NCIA)and the investment management team of the state investment programs.This position will lead the assessment and implementation of any new technical accountingstandards relating to financial reporting for investments. This supervisor level position is responsible for all aspects of the financial reporting of more than $150 billion in assets held by the Pension Plans and the State of North Carolina administered by the State Treasurer. The position manages all financial accounting and reporting functions for the State Treasurers office relating to investments including the implementation and documentation of internal controls. Duties in this position are considered essential to accounting operations for the State of North Carolina. This may require mandatory on-site work during adverse or crisis situations. Essential duties are a condition of continued employment.
Job Duties- Manage all accounting and monthlyquarterlyand annual financial reporting for investments within the Financial Operations Division. This position will directly manage three Investment Accountants.
- Prepare annual financial statements and related note disclosures for the investment programs within the oversight of DST. Document implement andmaintainpolicies and procedures for investment accounting.
- Assess and implement any new Governmental Accounting Standards Board (GASB) statements relating to investments.
- Coordinateaccurateandtimelycompletion of the investment accounting related areas of the Annual Comprehensive Financial Report (ACFR) preparation and review.
- Interact and communicate with the Investment management team sharing technical knowledge andexpertisein financial reporting. The position will also interact with outside organizations such as the custodian for program investments and external auditors.
Knowledge Skills and Abilities / Competencies
Qualified applicants must possess and application must clearly reflect work experience that demonstrates the following: ExperienceinGovernmentalAccounting Standards Boards(GASB)and (GAAP).
Experiencemanagingand directingaccountantsoninvestmentaccountingfinancial reporting issuesandinternal control over financial reporting framework.
Experience in interpreting and analyzing financial data and reports.
- Experiencein supervisingaccountants teams andrecommendingsolutions to senior management.
Certified Public Accountant (CPA).Minimum Education and Experience Requirements
