Instructional System Designer (25-36 USAFSAM/EDED AFMEDCOM Instructional System Designer (ISD))
INTRODUCTION:
The United States Air Force School of Aerospace Medicine (USAFSAM) Academic Development Branch (EDED) provides the direction guidance and quality assurance needed for the design development validation and evaluation of both in-resident and online USAFSAM courses listed on the official USAF Education and Training Course Announcement (ETCA) web site as well as other training products as directed.
DESCRIPTION OF SERVICES:
This Task Order is issued under the 711 Human Performance Wing Mission Support Services Basic Contract. This effort includes tasks and activities to be performed by the contractor in support of the USAFSAM. The contractor assistance shall be for use by the Academic Development Branch (EDED) to support the graphics media and video production for the courses and programs within the organization. The contractor will provide technically qualified personnel to perform the tasks outlined in the following paragraphs.
Mandatory Qualifications:
The contractor employee shall possess a bachelors degree in educational technology Instructional Design Educational Design or five (5) years applied experience in Instructional Systems Design (ISD) techniques and related discipline that includes demonstrated experience in two of the four:
Learning theory psychology of learning educational psychology: Study of learning theories as they relate to the systematic design creation and validation of instructional material.

Instructional design practices: Study of the principles and techniques used in designing training programs building design strategy and models and applying design methods to the improvement of instructional effectiveness.
Educational assessment: Study of the techniques for rating the effectiveness of instructional/educational programs including creating written and performance tests and survey instruments and determining reliability and validity of designed instruments.
Instructional product creation: Study of the techniques appropriate for creating training materials including identifying learner characteristics specifying objectives applying training strategy validating training materials and assessing training.
The contractor shall be proficient in current technologies that are used to develop cutting edge educational materials. Their expertise should include (but not limited to) technologies such as Adobe Captivate packaging and delivering Sharable Content Object Reference Model (SCORM) packages gaming 3D modeling virtual reality and simulation.
The contractor shall have demonstrated extensive experience in organizational skills and the ability to work independently and have strong interpersonal skills.
Contractor must be proficient in filing organizational communication and typing skills as well as extensive experience with the use of Microsoft Office to include Word Excel PowerPoint Microsoft Teams Zoom and Adobe Acrobat programs.
The contractor shall have the ability to critically think solve problems and effectively communicate through both writing and speech.
Excellent written and verbal communication skills are required.
Contractor must have a Non-Disclosure Agreement in place with their company and the company must provide a copy to the Program Manager of this task order. This is necessary to mitigate transfer of any confidential proprietary and/or sensitive information while in this position.
Highly Desired Qualifications:
The contractor employee shall possess a masters degree in educational technology Instructional Design Educational Design or related discipline.
TASKS:
The contractor shall provide educational expertise in the creation of multimedia graphics or media projects in collaboration with Subject Matter Experts (SME) Project/production Manager and Production Team.
Contractor shall recommend instructional platforms instructional media development tools and delivery methods to satisfy training requirements for any programs or classes assigned.
Contractor shall add manage and perform testing of online courseware and complete a comprehensive report on the data gathered and offer recommendations for training improvements.
The contractor shall create training plans and conduct or provide guidance in conducting the validation phase of the ISD process to ensure effectiveness in meeting course objectives and required proficiency levels for newly implemented courses.
The contractor shall perform required administrative activities including correcting grammar spelling syntax and formatting to accurately prepare review and edit written curriculum and the maintenance and updating of files and records.
The contractor shall participate in and support educationally related activities as required. Projects may include office continuity design aiding the departments with online/e-learning tasks (if the project is for a course must be a collaborative effort between Curriculum Development Manager (CDM) Subject Matter Expert (SME) and Course Director) and USAFSAM specific curriculum guidance creation.
The contractor shall apply all components of the ADDIE (Analyze Design Develop Implement and Evaluate) Instructional System Design model.
The contractor shall design all training materials including but not limited to: effective copy instructional text audio scripts and video scripts.
The contractor shall utilize other software tools provided by the government as necessary and dictated by the Technical Advisor.
The contractor shall attend all meetings as requested.
The contractor shall assist in all duties specified herein however specific tasks may be identified by the Technical Advisor.
The contractor shall analyze student feedback from end-of-course evaluations and field surveys to assess the effectiveness of technical inserts. The contractor shall provide written recommendations to the EDED Branch Chief and/or applicable USAFSAM Branch Chief and customer for improving the courseware using ISD principles.
The contractor shall receive and clarify project requests from customer coordinate project scope meetings determine appropriate product(s) storyboard projects determine content reviews with the customers and obtain the required approvals for final course delivery.
The contractor shall provide consultation and validation of educational content and delivery throughout all phases of USAFSAM multimedia development as requested; ensuring that products leaving USAFSAM are educationally sound.
Must attend and participate in training and meetings as directed by the course director or technical advisor.
BASE SUPPORT:
The contractor shall be provided with office/laboratory space furniture and equipment routine office/laboratory supplies computer hardware and software necessary to perform tasks described in this performance work statement. The government will also provide a telephone service and access to a fax machine and a copier as required. All software and hardware passwords/access to military Internet/E-mail and applicable database will be available within the scope of the
Work shall be accomplished at 2510 Fifth Street Bldg. 840 WPAFB OH 45433-7913 beginning on 15 September 2025.
Work schedule is normally Monday Friday 7:30 AM 4:30 PM; however there may be times when it is necessary for the contractor to work after duty hours in support of specific tasks. Although schedule may have to be flexible it will not exceed 40 hours per week.
Temporary alternate work locations may be assigned as circumstances dictated by the Contracting Officer Representative (COR).
The requirements in this section of the PWS are non-personal services. The requirements herein are the responsibility of the contractor. The Government has the right to reject the finished product or result in the event contractor performance does not meet the acceptable quality level listed in the PWS. Additionally the Contractor shall manage its employees and guard against any actions that are of the nature of personal services or give the perception of personal services. If the Contractor believes that any actions constitute or are perceived to constitute personal services or are outside the scope of this task order the Contractor shall notify the Contracting Office (CO) immediately.
U.S. Citizenship:
Employee must be a U.S. citizen. For the purpose of base and network access possession of a permanent resident card (Green Card) does not equate to U.S. citizenship.
TRAVEL:
No travel is anticipated for this effort.
SECURITY:
All contractor personnel require a minimum of a Tier 1 background check (T1)/SF85 for any position that requires access to the internet use of automated information systems to cover standalone computers or unescorted entry into restricted or controlled areas prior to reporting for duty in support of any requirement. The investigation is not for a security clearance; it is for position of trust. This is a mandatory requirement set forth in DoDM 5200.02AFMAN 16-1405 Air Force Personnel Security Program. All documentation required for security certification shall be the responsibility of the contractor.
The contractor shall provide OPSEC protection for all sensitive/critical information and indicators involved in execution of this contract/Task Order as defined by AFI 10-701 (Operations Security). 711 HPW Critical Information and Indicators are protected under the 711 HPW Operations Security Program and the 711 HPW Critical Information and Indicators List (CIIL). Contractor employees granted access to critical information and indicators shall be provided initial OPSEC training by the 711 HPW OPSEC Coordinator upon in-processing and prior to being granted access to CIIL items related to the contract/Task Order. The contractor shall also participate in 711 HPWs annual OPSEC training and education programs which includes periodic updates and refresher training on CIIL items applicable to the contract/Task Order. The 711 HPW OPSEC coordinator shall evaluate the OPSEC posture of AF contract activities and operations.
All documents including papers abstracts and posters shall be cleared by AF prior to public release.
The highest level of security classification required is Unclassified.
DELIVERABLE:
Contractor Progress Status and Management Report (PSMR).
On a monthly basis the contractor shall provide a status report. The information will be on project status and describe the work accomplished. The contractor shall also identify any issues/problems anticipated in schedule or cost ceiling during the next reporting period.
The report shall have five sections:
Project Title Time Period of report Date
Performance: Current status of deliverables measured against project expectations.
Schedule: Have scheduled activities and milestones been completed on or before time and impact of delays.
Costs: Are there any actual or significant deviations are significant costs adequately explained in terms of project plans (i.e. large initial equipment purchase followed by labor related costs.)
Risk: Are there known or anticipated opportunities or events that will or can affect project.

CONTINUATION OF ESSENTIAL DoD CONTRACTOR SERVICES DURING A CRISIS: The performance of these services is not considered to be mission essential during time of crisis. Should a crisis be declared the Contracting Officer or his/her representative will verbally advise the Contractor on the revised requirements followed by written directions.
