Description

Utilities Maintenance Foreperson (Wastewater)
Under general supervision plans schedules and participates in the maintenance and repair of the Citys wastewater facilities; performs highly skilled mechanical work related to wastewater treatment facilities electrical panels pumps and water production wells; assigns and oversees the work of crews involved in the operation maintenance and repair of utility operations; and provides staff support to Utilities Department managerial staff.

Examples of Duties

  • Coordinates and participates in a wide variety of activities and work relating to the maintenance and repair of assigned water facilities and/or wastewater treatment plants;
  • Investigates complaints and reports of electrical malfunction;
  • Troubleshoots electrical and mechanical problems and determines the extent of repairs and makes repairs as appropriate;
  • Assists with establishes goals objectives and schedules for maintenance of facilities;
  • Implements policies and procedures;
  • Develops and implements a regular inspection schedule of equipment and machinery;
  • Participates in the maintenance of daily records;
  • Assists with scheduling preventive maintenance projects;
  • Participates in the selection and training of personnel;
  • Provides feedback to supervisor regarding performance of operations personnel; participates in establishing performance goals and targets for operations personnel;
  • Provides day-to-day leadership and work assignments and works with assigned staff to ensure the proper safe and efficient operation of facilities;
  • Provides technical assistance and advice to supervisory and management staff;
  • Provides for training of assigned personnel in proper and safe procedures and practices according to the department and citys safety program;
  • Educates employees on rules regulations codes safe work habits and potential hazards presented by their work environment;
  • Participates in the expansion of existing facilities and construction and planning of new facilities.
  • Participates in preparing and implementing the budget;
  • Assists in the preparation of cost estimates for budget recommendations;
  • Prepares justifications for expansion of facilities;
  • Recommends materials supplies and reorders replacements as required; Maintains inventory of operational supplies;
  • Reads and interprets drawings blueprints wiring diagrams schematics and specification;
  • Inspects completed projects systems and installations for compliance with plans and specifications as prepared;
  • Organizes projects in accordance with available personnel equipment and materials;
  • Provides recommendations for upgrading systems equipment and techniques;
  • Develops operational techniques to increase efficiency and reduce costs;
  • Prepares maintains and presents reports as requested; and
  • Performs related duties and responsibilities as assigned.
Knowledge Skills and Abilities
Knowledge of:
  • Materials methods practices and tools used in the maintenance and repair of mechanical equipment structures and grounds;
  • Operational characteristics services and activities of structures machinery equipment and grounds inspection maintenance repair and replacement program;
  • Principles of hydraulics;
  • Types and levels of maintenance and repair activities generally performed at water and wastewater facilities and on related structures machinery equipment and grounds;
  • Occupational hazards and standard safety practices related to the maintenance of city facilities;
  • Principles and procedures of record keeping and report preparation;
  • Basic principles and practices of budget preparation and administration;
  • Principles of training;
  • Pertinent federal state and local laws codes and regulation;
  • Fundamentals of customer service;
  • Principles of mathematics;
  • Modern office practices methods and computer equipment; and
  • Safe driving principles and practices.

  • Operate a variety of maintenance and repair tools and equipment in a safe and effective manner;
  • Operate modern office equipment including computer equipment; and
  • Operate a motor vehicle safely.
Ability to:
  • Provide administrative and professional leadership and direction;
  • Train staff;
  • Analyze problems identify alternative solutions project consequences of proposed actions and implement recommendations in support of goals;
  • Identify maintenance needs and take corrective actions;
  • Ensure the maximum utilization of manpower equipment and supplies;
  • Exercise good judgment flexibility creativity and sensitivity in response to changing situations and needs;
  • Recommend and implement goals objectives and practices for providing effective and efficient maintenance services;
  • Research analyze and evaluate maintenance procedures and techniques;
  • Interpret explain and ensure compliance with City policies and procedures and federal state and local rules laws and regulations including OSHA requirements;
  • Select and maintain machinery and equipment used in the maintenance and repair of utility structures machinery equipment and grounds;
  • Assist in the preparation and administration of budgets;
  • Prepare and maintain accurate and complete records and prepare comprehensive technical reports;
  • Read interpret and apply a wide variety of technical information from manuals drawings layouts schematics blueprints plans diagrams maps and specifications;
  • Communicate clearly and concisely both orally and in writing;
  • Perform accurate mathematical computations;
  • Act quickly and calmly in emergencies;
  • Accurately determine project material needs and recommend purchases;
  • Respond to requests and inquiries from the general public; and
  • Establish maintain and foster positive and harmonious working relationships with those contacted in the course of work.

Qualifications

Education:
  • Equivalent to a high school diploma supplemented by college level course work in engineering water treatment and distribution wastewater treatment and collection or a related field.

Experience:

  • Five years of responsible experience in the operation maintenance and construction of water and wastewater treatment and storage facilities.
  • Some leadership experience is desirable.
Licenses and Certificates:
  • Possession of a valid California drivers license.

When assigned to Water:

  • Possession of or ability to obtain within 9 months a Grade T2 Water Treatment Operator Certificate as issued by the State Water Resources Control Board;
  • Possession of or ability to obtain within 9 months a Grade D2 Water Distribution Operator Certificate as issued by the State Water Resources Control Board;

When assigned to Wastewater:

  • Wastewater Operator Certification as issued by the State Water Resources Control Board is highly desired.
Special Requirements:
Essential functions and dutiesrequire the following physical abilities and work environment:
  • Ability to sit stand walk kneel crouch stoop squat crawl twist climb and lift up to 50 lbs.;
  • Exposure to heat noise outdoors vibration confining work space chemicals explosive materials mechanical hazards electrical hazards toxic substances foul odors wastewater sludge effluents bacteria viruses and traffic hazards;
  • Ability to travel to different sites and locations.
