Summary


The Financial Management Section of King Countys Finance and Business Operations Division is seeking a Automation Accountant Analyst (Business & Finance Officer III) to handle data.

In this position you will serve a primary role in the development of new automated strategies for compilation and issuance of the Countys Annual Comprehensive Financial Report (ACFR). No governmental financial reporting experience No problem! The nonmajor enterprise funds assigned to this position use full accrual accounting very similar to the private sector and we can teach you the differences between FASB and GASB accounting upon hire. Additionally you will have the opportunity to support County agency staff in their achievement of financial reporting excellence.

Our ideal candidate will combine scripting data extraction and manipulation and process automation skills with accounting and financial reporting expertise. To be effective you must be able to analyze understand and transform the financial data from king Countys complex business processes and systems into valuable information for financial reporting and use by financial statement readers departmental staff auditors and other interested parties. The most competitive candidates will bring their love of data and automation along with experience using accounting data to prepare financial reports. You also value teamwork and collaboration in the workplace and excel at customer service.

Scope of Job Duties

  • Evaluate financial models used to prepare schedules and tables in the Countys Annual Comprehensive Financial Report (ACFR) and evaluate each for possible automation. Identify targets for automation and make recommendations regarding their priority based on the complexity of the automation and workload saved by automating each schedule or table. Identify data sources for the tables and contribute accounting expertise to ensure automations prepare tables and schedules in accordance with Generally Accepted Accounting Principles for Governments in the United States (GAAP)
  • Prepare financial statements notes and other disclosures consistent with GAAP. While emphasis will be on the Countys nonmajor enterprise funds this position also contributes to the government-wide statements through preparation of Notes Required Supplementary Information (RSI) and Statistical tables.
  • Lead project teams to develop automation processes to streamline selected business processes that routinely occur within the unit. Conduct cross-functional project committee meetings to identify pain points in processes and possible solutions.
  • Partner with agency staff (accounting and non-accounting professionals alike) as a strategic finance partner to the agency. Gain an understanding of the business and provide high-quality advice regarding the financial reporting impacts of decisions agency staff face.
  • Prepare reports analysis work papers and responses to inquiries (written and oral) from auditors and agency finance staff.
  • Research and interpret authoritative accounting guidance; communicate requirements and recommend changes to County policies and procedures as needed to assure compliance.
  • Use LEAN tools and techniques develop and complete process improvement projects.

Minimum Qualifications

  • Experience using several different scripting or programming languages for data manipulation and presentation; the County prefers Python 3.x and Oracle SQL and its procedural extension PL/SQL
  • Strong foundation in accounting and financial reporting as a preparer or auditor and knowledge in Generally Accepted Accounting Principles for US Governments;
  • Experience gathering manipulating and using data from databases using SQL or other tools to prepare financial reports;
  • Technically savvy using automated financial management systems and financial reporting software;
  • Attention to detail and critical thinking skills to support scripting financial analysis and reporting of complex accounting information;
  • Strong communication interpersonal writing and customer service skills
  • Intermediate level of technology proficiency using MS Office Productivity tools in your daily work
  • Ability to manage your time and adapt to changing priorities work on multiple priorities and projects simultaneously meet quick deadlines and produce timely and quality work products.
  • Ability to work with people from diverse backgrounds.

Preferred Qualifications

  • Certificate in Finance and Technology (CFT); Degree in Accounting Information Systems or related field; or other relevant certification (Certified Public Accountant Certified Management Accountant etc.)
  • Experience using Python 3.x with data analysis tools like pandas or other similar tools; Oracle SQL and/or PL/SQL experience
  • Experience with LEAN processes and principles
  • Experience with SharePoint MS Teams and other collaborative online tools




Position Information:
  • Work Site Details:The work associated with this position will primarily be hybrid with 2 assigned days in office per week (Tuesday/Friday). In office requirements may change as required by King County business needs and for meetings/events.
  • Location Requirement:Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to in-office reporting requirements.
  • Work Schedule:This position is exempt from the provisions of the Fair Labor Standards Act and therefore is not overtime eligible. Employees are paid on a bi-weekly schedule every other Thursday comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m. Monday through Friday. Multi-day vacation restrictions are in effect and Saturday work is required from mid-February to mid-April annually to support production of the financial statements.
  • Union Representation: This position is represented.

Employees will be provided with a County issued laptop. When working remotely employees must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work remain available and responsive during scheduled work hours and follow FBODs Hybrid and Remote Guidelines including on-camera participation during virtual video meetings. King County has a robust collection of tools and resources to support working remotely.
