The Division of Aging and Adult Protective Services (AAPS) is one of four Divisions within the Office of Adult Aging and Disability Services. The Division exists to provide state leadership and supervision for all services (state county local non- profit etc.) in the administration and coordination of services to older adults to include oversight of all 64 county departments of social/human services in the administration of Adult Protective Services (APS) programs as well as the 16 Area Agencies on Aging (AAA) in the administration of programs and services funded by the Older Americans Act (OAA) and State Funding for Senior Services (SFSS).

Description of Job

The Contract Administrator IV will serve as the staff authority and lead staff responsible for the development and implementation of the Divisions oversight and monitoring activities of AAAs for the State Unit on Aging (SUA) to ensure compliance with all applicable statutes rules and policies. The position determines when patterns or trends exist across the AAA regions that would require additional action and/or intervention and makes those recommendations to Division leadership. Additionally this position serves as the division expert staff authority for developing and monitoring contract compliance with the AAAs to ensure delivery of OAA and SFSS services in accordance with the State and federal requirements. The position is also responsible for reviewing and approving monthly AAA reimbursement requests to ensure compliance with requirements identified in state and federal regulations.


Additionally as a Contract Administrator IV you can expect to:


  • Design and implement a comprehensive program integrity strategy to ensure AAA compliance with federal and state statutes regulations policies and program requirements
  • Developing and administering contracts with the 16 Area Agencies on Aging in Colorado as well as contracts related to grants and other programs
  • Annually the Contract Administrator IV will monitor AAAs for compliance produces written monitoring reports collaborates with other SUA staff on effective compliance action plans and provides recommendations to the Unit to improve overall program effectiveness
  • Exhibit mastery of the Colorado Procurement Code and rules as well as understanding of the States fiscal management system
  • Responsible for the monitoring and processing of monthly reimbursement requests from the 16 AAAs. This involves reviewing the accuracy of monthly requests reconciling requests with data from the state-approved data system and providing technical assistance with AAAs to resolve issues to ensure timely reimbursement of services
  • Work closely with program staff data staff and Unit support staff to coordinate this monthly reimbursement process to ensure overall fiscal accountability
  • This position is responsible for conducting other duties as assigned based on the needs of the Department the Office or the Division leadership

Education and Experience:
  • A combination of related education and/or relevant experience in an occupation related to the work assigned equal to seven (7) years.

Preferred Qualifications:

  • Exceptional acumen in interpreting federal and state regulations contractual agreements and obligations and legal documentation

  • Experience overseeing monitoring and/or quality assurance activities for government-funded services

  • Experience interpreting complex rules regulations and standards and applying the knowledge to specific situations;

  • Self-motivation with strong proven analytical and problem solving skills attention to detail and eagerness to continuously learn

  • Ability to quickly absorb technical concepts and communicate effectively with non-technical and technical audiences verbally and in writing

  • Previous experience working in local state or federal government.

  • Experience with interpreting statute and contract requirements

  • Experience with the State accounting system (CORE) and knowledge of State of Colorado Fiscal Rules.
