Position Summary
Working under the supervision of the Infrastructure Workforce Development Manager in the Office of Transportation and Infrastructure Systems (OTIS) the Plug In Philly Project Manager will be responsible for program management and operations for the Plug In Philly Pre-Apprenticeship Program Pilot. This initiative is funded by a $1.47 million federal grant from the Joint Office of Transportation and Energy/US Department of Energy (DOE) and aims to diversify the electric vehicle supply equipment (EVSE) workforce by recruiting training and supporting participants from underrepresented communities.
The program will train 45 participants over two years and three cohorts in collaboration with the International Brotherhood of Electrical Workers (IBEW) Local 98 Philadelphia Works Inc. the Community College of Philadelphia and other key stakeholders. The project includes an innovative and collaborative training curriculum requiring experience building partnerships with training providers wraparound service providers and employers. Plug In Philly includes a robust approach to supportive services to support program success by addressing trainee needs around stipends transportation childcare and career readiness.
The program aims to graduate and place approximately 45 participants across three cohorts in critical emerging EVSE jobs. Program funding is anticipated through to July 2027. This role is an opportunity to synchronize efforts among stakeholders to connect historically underrepresented populations to the growing EVSE workforce in Philadelphia.

Essential Functions
- Program Management & Design
- Provide comprehensive management to ensure the Plug In Philly program is developed and effectively implemented meeting all milestones outlined in Citys grant agreement with US Dept. Of Energy.
- Oversee all program activities such as training supportive services delivery partner engagement and reporting to ensure alignment with program goals and objectives.
- Oversee and manage the deliverables of four subgrantees ensuring that each meets their contract obligations related to recruitment curriculum development and resource provision for the pre-apprenticeship program.
- Monitor participant progress identifying needs and providing support or referrals when appropriate and necessary.
- Assist with continuous program improvement by integrating workforce development and Electric Vehicle Supply Equipment (EVSE) best practices.
- Support strategic planning efforts to set measurable short-term and long-term goals to sustain the program beyond the 2-year pilot.
- Partner Engagement
- Facilitate roundtable meetings with partner organizations ensuring active participation at three key milestones: program initiation and the completion of the first and second cohorts of the pre-apprenticeship program. This will include coordinating agendas driving discussions and ensuring alignment across all partners.
- Consultant management
- Lead procurement of consultant services to develop curriculum and training deliver supportive services and report program outcomes and deliverables.
- Facilitate communication and collaboration between consultants and program partners to address program needs.
- Monitor consultant deliverables including scope of work quality of content invoicing and project timelines.
- Supportive Services
- Develop workforce program design that ensures supportive service referrals for participants when appropriate (such as transportation assistance childcare etc.) to ensure program completion and apprenticeship/employment retention.
- Develop scopes of work for providers to deliver supportive services efficiently and effectively to program participants.
- Develop and maintain a system for conducting participant needs-assessments and facilitating referrals for supportive services.
- Reporting and Grant Management
- Conduct quantitative and qualitative analysis of program outcomes including tracking participant progress measuring program goals and assessing program impact on workforce diversity.
- Develop and deliver program evaluation reports to track success in achieving goals such as 65% non-white participants 50% female participants and 30% from low-wage backgrounds.
- Manage grant requirements and reporting to ensure that program activities align with federal grant requirements and the City of Philadelphias guidelines.
- Oversee the program budget and invoices ensuring that funds are appropriately allocated for training delivery stipends equipment tools and supportive services.
- Monitor and track the delivery of supportive services and impact on participant engagement and retention.
Competencies Knowledge Skills and Abilities
- Demonstrated experience managing training programs that support participant success from recruitment through employment placement.
- Preference for experience managing workforce development trainings work-based learning and/or pre-apprenticeships programs in construction or infrastructure.
- Experience with government contracting preferred.
- Ability to manage multiple priorities simultaneously and prioritize deadlines.
- Excellent communication collaboration and interpersonal skills and ability to cultivate strong working relationships with a variety of partners.
- Ability to work in diverse environments including office settings training sites and community engagement.
- Excellent critical thinking and problem-solving skills.
- Embraces the principles of cultural humility cultural competency and lifelong learning.
- Ability to work independently and collaboratively within a team.
- A high level of proficiency with Microsoft Office including Outlook Word Excel and PowerPoint.
Qualifications :
- Three or more years of professional experience. Preference for experience in public administration adult education workforce development and/or non-profit.
- Completion of a bachelors degree program at an accredited college or university. An equivalent combination of training and experience providing the characteristics required to perform the essential functions may substitute for those listed.
- Professional experience in Philadelphia is preferred.
