Job Description

Job Overview

This is a specialized position responsible for performing tasks associated with Loudoun County Public School Board payroll policies and regulations. An employee in this class would be responsible for processing absentee reports processing substitute pay processing stipends leave reporting extra pay. This position would also assist with customer service which entails answering frequent calls/emails/appointments from employees. Work is performed independently but is subject to detailed rules regulations procedures and policies.

Roles and Responsibilities

The following information is intended to describe the overall nature and scope of the work being performed in relation to the position. This is not a comprehensive listing of all responsibilities or tasks; other work may be assigned when deemed appropriate:

  • Processes and manages payroll biweekly including verifying FMLA Disability Workers Compensation Short Term Disability & paid time off leave accruals.
  • Researches & responds to inquiries regarding deductions earnings leave balances direct deposits & payslips.
  • Prepares verification of employment for housing rentals & mortgages.
  • Works and trains timekeepers to update/train/correct Oracle Time & Labor Module.
  • Processes leave accruals & verify data for all full-time employees.
  • Reconciles payroll deductions for voluntary deductions including Loudoun Education Association Principal Dues and United Way.
  • Prepares and reconciles Leave Without Pay for employees who have exhausted all leave.
  • Provides W-2 forms per employee requests.
  • Processes substitute pay through 3rd party vendor interface.
  • Processes transportation employees pay through 3rd party vendor interface.
  • Communicates with the Transportation Department on any irregularities in work hours and absence management.
  • Processes FMLA report from 3rd party vendor.
  • Processes maintains and reconciles employee stipend payments.
  • Maintains and updates employee withholdings for federal and state taxes.
  • Updates employee tax filing paperwork.
  • Scans payroll documentation for records retention.

Education

High school graduate or GED required

Experience

  • Two years of experience in performing payroll experience to include working with an automated mainframe payroll system and knowledge of school system payroll
  • Experience with Payroll/Human Resources Management Systems (HRMS)/Oracle preferred

Licenses and Certifications

Knowledge Skills and Abilities

  • Knowledge of school system payrolls i.e. the intricacies and special requirements of a diversified system of employees licensed classified auxiliary administrators substitutes part-time staff
  • Basic user of Microsoft Excel
  • Knowledge of payroll processing procedures and general office practices and procedures
  • Ability to operate standard office equipment such as photocopiers scanners printers facsimile machines and personal computer
  • Strong communication skills
  • Experience in collaborative teamwork
  • Strong ability to organize
  • Ability to work under pressure with frequent interruptions
  • Knowledge of Microsoft Office products

While performing the duties of this job the employee is regularly talking expressing or exchanging ideas by means of the spoken word. The employee must convey detailed or important spoken instructions to other workers accurately loudly or quickly. The employee must possess normal cognitive abilities including the ability to learn recall and apply certain practices and policies. Frequently sitting and/or remaining in a stationary position for long periods of time. Exerting up to 25 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift carry push pull or otherwise move objects.

Essential Personnel

Employees who perform the responsibilities of this position are considered essential personnel. Essential personnel are designated employees who must report for work during a delay or emergency situations. A workplace emergency is an unforeseen situation that threatens the staff pupils or the public; disrupts or shuts down business operations; or causes physical or environmental damage. Emergencies may be natural or manmade. It is incumbent upon the supervisor to inform and confirm which essential personnel are required to work during emergency closings. Notification and confirmation of the expectation of essential personnel to report to work or maintain as-needed status will be executed with as much advanced notice as possible via in-person communication or email.

Telework Disclosure

Employees who perform the responsibilities of the above position have been identified as having the potential to telework. Telework is defined as completing ones duties and responsibilities at a site other than ones assigned duty order to be eligible for telework privileges an employee must have demonstrated consistent positive performance and have the support and approval of their direct addition these employees must have reliable high-speed internet and a designated workspace that allows them privacy while completing sensitive and confidential work. Employees who are non-exempt and are teleworking will work their required scheduled hours and gain approval from their supervisor if they work more than 8 hours a day or more than 40 hours in a workweek. Teleworking privileges can be amended changed or revoked based upon the performance of the employee as well as the needs of Loudoun County Public Schools.

Salary Scale: Range: 27.81-35.79 per hour
