Job Description

Job Title:Assistant Program Manager - NAARS Community of Practice (Pending Funder Approval)

Status: Regular part- Time (exempt)

Hours: 30hours per week

Schedule: Monday Thursday between the hours of 8:30 AM 5:30PM

Location: Surrey BC

Start Date: August 15 2025

The Opportunity

The Assistant Program Manager will play a vital role in supporting the implementation of the Dedicated Needs and Assets Assessment and Referral Services (NAARS) Community of Practice (CoP) within the Fraser Health Authority region. Specifically focused on the Surrey-led zone the coordinator will engage with a diverse array of communities including Surrey Abbotsford Burnaby Chilliwack Coquitlam Delta Hope Langley Maple Ridge Mission New Westminster Pitt Meadows Port Coquitlam Port Moody and White Rock.

This position involves organizing CoP activities promoting collaboration among Service Provider Organizations (SPOs) and facilitating standardization and capacity-building initiatives aimed at improving practices in needs assessment and referral services.

DUTIES & RESPONSIBILITIES:

Regional Project Coordination

Plan and coordinate Community of Practice (CoP) activities within the Zone ensuring alignment with the DNS model and regional priorities.

Facilitate monthly CoP meetings quarterly workshops and the annual review meeting specific to the Zone Region.

Monitor and track project deliverables timelines and stakeholder commitments related to the Surrey-led zone.

Stakeholder Engagement

Act as the primary liaison for CoP members including Service Providing Organizations (SPOs) Local Immigration Partners (LIPs) and community partners.

Support the development of Memoranda of Understanding (MOUs) to enhance service portability and clearly define partner roles and responsibilities.

Lead outreach efforts to engage additional partners from Fraser Health municipalities.

Capacity Building & Knowledge Sharing

Organize training sessions webinars and knowledge-exchange opportunities focused on best practices in assessment and referral services.

Facilitate the development and adoption of standardized protocols and assessment tools within the zone.

Equity & Inclusion Focus

Ensure that all CoP activities are planned and executed with an emphasis on equity inclusion and gender-based considerations.

Promote culturally responsive and accessible service delivery across diverse populations in the Fraser region.

Monitoring & Reporting

Assist in data collection and analysis of Key Performance Indicators (KPIs) contributing to project reports and evaluations.

Maintain accurate documentation of meeting proceedings partner contributions and project resources.

QUALIFICATIONS:

Post-secondary degree in Social Work Public Policy Public Health Community Development or a related field.

At least 3 years of experience in coordinating community-based or multi-stakeholder projects preferably in the immigration health or social services sectors.

Strong understanding of the settlement and integration sector in British Columbia particularly regarding needs assessments referral practices and client navigation systems.

Familiarity with Local Immigration Partnerships (LIPs) or similar multisectoral collaborative initiatives is highly desirable.

Proven ability to facilitate cross-sector collaboration among government nonprofit and community organizations.

Knowledge of the Dedicated Needs and Assets Assessment and Referral Services (NAARS) or similar systemic service delivery models.

Familiarity with Fraser Health region demographics and community resources particularly immigrant-serving agencies health systems and municipal programs.

Demonstrated capability to apply an equity and inclusion lens with an understanding of systemic barriers experienced by immigrants refugees and racialized communities.

Experience incorporating Gender-Based Analysis Plus (GBA) or similar frameworks into program planning and evaluation processes.

Strong meeting facilitation and consensus-building abilities adept at managing diverse stakeholder perspectives.

Experience in creating tools and protocols such as MOUs referral forms and data-sharing agreements.

Excellent verbal and written communication skills with a demonstrated ability to prepare clear reports facilitate discussions and present updates to funders and partners.

Proficient in MS Office Suite and project coordination tools.

A valid Class 5 drivers license and access to reliable transportation are preferred due to regional travel requirements.
