The Payroll and Benefits Administrator will be responsible for managing the payroll process administering employee benefits and ensuring compliance with relevant laws and regulations. This role requires a strong attention to detail excellent organizational skills and the ability to work with sensitive information in a confidential manner.
Accountabilities:

Core Functions:
- Prepares and processes bi-weekly payrolls accurately and timely.
- Ensures proper processing of payroll deductions for taxes benefits garnishments and other deductions. Calculates and processes fringe benefit tax deductions.
- Resolves any payroll issues.
- Provides general ledger and requested payroll reports to Finance Department.
- Approves and processes changes to employee records and benefits for payroll processing. Processes terminations through HRIS system.
- Audits payroll Paid Time Off and other records as needed or required.
- Prepares and processes bi-weekly funding of 401K and Health Savings Accounts.
- Prepares and processes monthly 401K match.
- Works with 401K recordkeeper on enrollments loan processing and terminations.
- Researches employee benefits plans and vendors to identify plans that present the best value to the company and employees.
- Assists with annual renewal and bid process for all insurance plans and workers comp policy.
- Implements benefits programs including completing administrative paperwork for new or renewed plans and plan changes.
- Maintains benefits database and keeps benefits materials updated in HRIS.
- Serves as the primary contact for brokers plan vendors and third-party administrators.
- Completes benefits processing including enrollments COBRA disability and life insurance claims QDROs distributions loans withdrawals and compliance testing.
- Prepares and completes the transfer of data to insurance and 401K companies ensuring the accuracy of data and information transferred.
- Sets up Health Savings Accounts and processes changes.
- Works with third party vendors to ensure compliance testing and reporting is accurate and timely.
- Plans and coordinates employee meetings for individual benefits enrollment open enrollment and 401K employee and trustee meetings.
- Plans and administers wellness program and activities.
- Handles administration of Family Medical Leave requests.
- Handles processing and administration of charitable contributions and matching funds.
- Prepares and provides requested information for plan audits.
- Reconciles insurance monthly billing.
- Prepares and provides census information as requested.
- Participates in surveys and analyzes and compares results to current plans.
- Assists employees with questions regarding benefits and payroll.
- Evaluates and revises internal processes to reduce costs and increase efficiencies.
- Stays up to date on legal changes. Ensures compliance with government and state regulations.
- Creates value added reports utilizing HRIS system and other resources.
- Reconciles quarterly tax reports.
- Sets up new companies for state unemployment and workers compensation.
- Reconciles and processes travel expenses.
- Processes and monitors workers compensation claims.
- Prepares monthly and annual reports as needed including OSHA logs.
- Maintain and update employee payroll and benefits records.
- All other duties as assigned.
Skills/Qualifications:
- Excellent organization skills and attention to detail.
- Ability to effectively plan and manage priorities to meet deadlines and due dates.
- Strong knowledge and understanding of payroll and benefits administration.
- Knowledge of pertinent federal and state regulations filing and compliance requirements which affect employee benefit programs such as ACA ERISA COBRA FMLA ADA Section 125 Workers Compensation Medicare Social Security and DOL requirements.
- Strong analytical and problem-solving skills

Education and/or Experience:
Bachelors degree in business or related field with a minimum of 5 years payroll and benefits administration experience; or equivalent combination of education training and experience. Payroll certification is a plus.

- Proficient in HRIS systems
- Proficient in Microsoft Office including Word Excel Outlook and PowerPoint.
