HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness Mayor Adams comprehensive housing framework. To support this important work the administration has committed $5 billion in new capital funding bringing the 10-year planned investment in housing to $22 billion the largest in the citys history. This investment coupled with a commitment to reduce administrative and regulatory barriers is a multi-pronged strategy to tackle New York Citys complex housing crisis by addressing homelessness and housing instability promoting economic stability and mobility increasing homeownership opportunities improving health and safety and increasing opportunities for equitable growth.
Your Team:
The Office of Investigations and Labor Relations (OILR) part of the Office of the First Deputy Commissioner at the Department of Housing Preservation and Development supports the agencys mission by serving all divisions and offices to address a wide range of operational and personnel matters across the organization.
Your Impact:
HPD administers the fifth largest Section 8 Program in the nation also known as the Housing Choice Voucher Program. The Section 8 Program provides Federal rent subsidies to eligible low-income families for decent safe and affordable housing. HPDs Section 8 Appeals Unit manages and conducts informal hearings and reviews which are the mechanisms through which Section 8 Program participants/applicants appeal Program decisions concerning their eligibility for rent subsidies. The candidate will be expected to perform highly confidential and sensitive investigations concerning misconduct and incompetence of agency employees including within the Section 8 Program.
Your Role:
The role of the Deputy Director of OILR will be conducting investigations supervising subordinate staff investigating allegations of employee misconduct assigning work to investigators and training new employees.
As a Deputy Director the candidate will fill in for the Director when they are absent from the office. They will provide recommendations on punitive and restorative actions and advise on resolutions to organizational challenges. Additionally the candidate will be running the Critical Driver program for the entire Agency coordinating with General Services and driver liaisons across every Division. They will assume responsibility for OILRs internal special projects such as digitizing old disciplinary cases and creating a training manual for future investigators.
Your Responsibilities:
The primary duties and responsibilities of the Deputy Director of OILR will be to train and supervise interns and college aides who work in the unit on various projects. Serve as a key problem-solver and subject matter expert on disciplinary issues and dispute resolution and provide recommendations to senior staff on organizational or policy changes. Serves as a liaison with municipal labor unions on various labor-management issues resolve employee grievances and facilitate labor-management meetings. Plans and coordinates investigation schedules and assignments. Prepares. Reviews evaluates and acts on all reports and recommendations submitted for administrative action. Supervises training programs.

Qualifications :
1. A baccalaureate degree from accredited college; or
2. A four-year high school diploma or its educational equivalent and four years of satisfactory full-time experience in one or more of the fields of accounting auditing correction administration criminal justice administration and planning forensic science inspection law enforcement personnel administration police science and security or in a major operational area of the agency in which the appointment is to be made; or
3. Education and/or experience equivalent to 1 or 2 above.
