Job Summary:
The Water Instrument Technician reports to the Instrument and Electrical Lead and plays a vital role in providing service to water and wastewater control systems for nine reservoirs two filter plants one wastewater plant three finished water reservoirs and hundreds of miles of transmission distribution and lift stations serving a community of over 100000. Work will be performed primarily at the Wastewater plant and lift stations. This individual is responsible for installation calibration preventive maintenance and repair of electrical / electronic and pneumatic equipment instruments computer system and related controls as well as maintains and troubleshoots complex technical systems that may be located near/in high voltage and/or potentially hazardous processes and equipment. The incumbent will fabricate and install electrical and instrumentation systems including control of chemical feed pumps electronic valves automatic level controls control panels remote control alarms conduit wiring load centers transfer switches and AC drives.
Experience Knowledge Skills:
Minimum Requirements
Associates degree from an accredited college or university in Electrical or a related field or certification program of comparable length
Two to four (2-4) years of experience in electrical systems or automation SCADA programming and controls.
OR
Any combination of related education experience certifications and licenses that will result in a candidate successfully performing the essential functions of the job
AND
Possession of a valid drivers license.
Preferred
Three to five (3-5) years of experience with electrical / electronic instrumentation control systems.
Preference will be given to those with experience in industrial electrical systems and controls or industrial electrical automation.
Journeyman electrician certification.
Experience with digital logic (ladder logic or computer logic).
Knowledge Skills and Abilities
Knowledge of SCADA software Allen Bradley PLC software instrumentation fiber communication and ethernet IP radio systems.
Knowledge of National Electric Code NFPA Instrument Society of America standards and institute of Electrical and Electronic Engineering standards.
Knowledge of electrical systems up to 480V.
Ability to use proper grammar spelling and punctuation in developing written communications including Standard Operating Procedures.
Knowledge of the business and organizational structure of Colorado municipalities.
Computer skills including the ability to utilize Microsoft Office programs (i.e. Word Excel PowerPoint Outlook etc.) and learn and experiment with new software and systems.
Ability to work independently with minimal supervision and reliable professional judgment as well as collaboratively with a team to achieve desired results.
Ability to navigate a complex political environment.
Analytical and problem-solving skills including the ability to examine and summarize data and trends in order to resolve issues and produce results.
Ability to advocate technical findings and positions to a general audience.
Essential Functions:
Understands / troubleshoots discrete and analog control circuits including 4-20mA.
Installs maintains and calibrates equipment used in water and wastewater plants.
Operates hand power electronic and electrical tools.
Troubleshoots repairs and calibrates electronic mechanical and pneumatic transmitting and controlling systems.
Repairs and replaces fuses breakers motor starters motors and other electrical parts.
Fabricates and installs electrical and instrumentation systems including control of chemical feed pumps electronic valves automatic level controls control panels remote control alarms conduit wiring load centers transfer switches and AC drives.
Install set up and troubleshoot Variable frequency drive.
Installs and updates system software.
Tracks and schedules work in a work order system.
Recommends system improvements to system operators or supervisor.
Performs other duties as assigned.

Travel: Approximately 10% flexible local travel required.

Work location is a combination of field (85%) and office (15%).
Exposure to adverse weather conditions.
Exposure to various types of machinery noise some high decibel requiring the use of hearing protection.
Frequent interaction with office and field staff.
Exposure to hazardous chemicals.
Exposure to high voltage systems.
Employee is subject to extreme cold/hot temperatures below 32 degrees or above 100 degrees for periods of more than one hour; consideration should be given to the effect of other environmental conditions such as wind and humidity.
Employee is subject to driving City vehicle in all weather conditions.
Employee may be required to wear protective clothing or gear.
Employee is subject to working alone and/or with groups and/or attending meetings.
Employee spends extended periods of time at fixed workstation.
May be required to conduct business in alternate locations within City buildings or field sites sometimes in formal settings.
May be required to work early mornings overtime holidays evenings shifts or weekends.
Frequent interruptions and required to manage competing priorities with inflexible deadlines.
Occasional contact with the public in person via email / telephone sometimes facing adverse or confrontational situations with internal / external customers.
Dangerous to considerable hazards reflect a frequent exposure to conditions that are unpredictable and may lead to injury e.g. performing field activities on uneven rocky and slippery surfaces; risk of drowning.
Physical Requirements
Employee is required to have close visual acuity to perform activities such as preparing and analyzing data / figures; transcribing; viewing a computer terminal; extensive reading of printed materials; visual inspection involving small defects small parts and/or operation of machines (including inspection); using measurement devices such as graphs and gauges; assembly or fabrication of parts at distances close to the eyes; and identifying materials necessary to complete maintenance on equipment.
Mobility to inspect work sites for compliance with plans and specifications.
Manual dexterity to operate computers tools equipment and vehicles.
Flexibility enough to bend twist and reach as to load and unload equipment supplies or tools.
Stamina and strength enough to lift and move up to 50 pounds for extended distances.
The essential functions of this job require frequent balancing bending / stooping carrying / lifting light to heavy objects climbing fingering grasping repetitive motion hearing sitting standing talking and walking. Occasionally the employee will be required to pull push reach feel temperature and kneel.
