DEPUTY FIRE CHIEF

POSITION SUMMARY FOR THE FIRE DEPUTY CHIEF
This position provides highly responsible and complex staff assistance to the Fire Chief. Receives directions from the Fire Chief. Exercises direct supervision over supervisory professional technical and clerical staff.
ESSENTIAL JOB FUNCTIONS
- Coordinate the organization staffing and operational activities of the Fire Department.
- Participate in the development and implementation of goals objectives regulations Standard Operating Procedures policies and priorities for assigned areas of responsibility including fire operations fire prevention emergency medical services hazardous materials urban search and rescue firefighter health and safety ARFF and tactical training.
- Identify resource needs.
- Recommend and implement policies and procedures.
- Select train motivate and evaluate assigned personnel.
- Provide or coordinate staff training.
- Work with employees to correct deficiencies.
- Implement discipline and termination procedures.
- Participate in planning organizing leading and evaluating the work plan for the Fire Department.
- Meet with staff to identify and resolve problems.
- Assign work activities and projects.
- Participate in developing and implementing promotional and assignment processes for the department.
- Review and evaluate work projects methods and procedures.
- Identify opportunities for improving service delivery methods and procedures.
- Review with appropriate management staff.
- Implement improvements.
- Participate in the development and administration of the Fire Department budget.
- Forecast human financial and physical resource needs.
- Forecast funds needed for staffing equipment materials and supplies.
- Direct the monitoring of and approve expenditures.
- Recommend budget changes as necessary.
- Coordinate assigned activities with those of other divisions outside agencies and organizations.
- Provide staff assistance to the Fire Chief.
- Prepare and present staff reports and other necessary correspondence.
- Attend and participate in professional group meetings.
- Stay abreast of new trends and innovations in fire prevention operations emergency medical services hazardous materials urban search and rescue firefighter health and safety ARFF SWAT and tactical training.
- Prepare and review forms reports schedules recommendations and other administrative records related to fire operation training or other special programs assigned.
- Prepare special research reports and develop programs as assigned including public education.
- Ascertain the need for additional equipment necessary to handle emergencies; make strategic and technical decisions as to the best methods for protecting life stabilizing the incident and preserving property and environment.
- Evaluate existing fire safety conditions and federal state and local codes applicable to fire safety.
- Recommend policies procedures and ordinance revisions as necessary.
- Assist in preparing Firefighting/EMS/Haz-Mat/Rescue apparatus and equipment specifications.
- Serve as Department Safety PIO and Training Officer.
- Serve as the department representative on the Ogden City EOC Team and be a subject matter expert in specific ESFs. (ESF 4 8 9 10)
- Serve as the Department Health Officer (DHO)
- Oversee the Health and Wellness Program for sworn firefighters.
- Review and assess training needs and available programs.
- Oversee and coordinate the attendance of departmental staff at training programs and seminars.
- Research policies and procedures related to training activities.
- Develop and implement procedural methods and practices for reviewing plans conducting inspections investigating fire loss incidents and related activities required.
- Provide continued technical support and training as required.
- Administer and organize the Fire Department communications service.
- Respond to major incidents and personally assume command as necessary.
- Act as Fire Chief as needed.
- Participate in safety and risk management activities; take action to reduce liability to the city.
- Attendance and punctuality are essential functions of this position. Employees are required to work as a team and frequently meet with co-workers and supervisors; employees are required to communicate in person with the public during office hours; and employees are required to use on-site equipment.

EDUCATION AND EXPERIENCE REQUIREMENTS
- At least ten years of increasingly responsible fire service experience.
- A combination of either four years of supervisory experience or an Associates Degree in Applied Fire Science Allied Health Services or a closely related field.
- Equivalent to a Bachelors Degree in Fire Science Fire Administration Public Administration or a closely related field is desirable.
- An equivalent combination of the above-stated work experience and education is acceptable.
SPECIAL REQUIREMENTS
- Possession of or ability to obtain a valid Utah Class D drivers license.
- License or certificates: Fire Officer 1 Certification. Fire Officer II Certification preferred but not required.
- When assigned to Deputy Fire Chief-Med the Employee will be required to complete NIMS IS100 IS200 ICS300 ICS400 IS700 IS800 and position-specific ICS courses based on assignment within three years of hire.
- When assigned to Deputy Fire Chief-Ops the Employee will be required to complete NIMS IS100 IS200 ICS300 ICS400 IS700 IS800 and position-specific ICS courses based on assignment within three years of hire.
